Job Specifics

Duties Description Under the general supervision of Park Manager 1 the incumbent will oversee maintenance, repair, construction, and renovation projects for Niagara Regional Maintenance. The incumbent will provide technical direction and supervisory oversight to trade supervisors, skilled trades workers, and semi-skilled laborers. Duties include, but are not limited to:

• Reviews maintenance requests; visits the project site to confirm the nature and extent of maintenance requested and to determine such information as dimensions and the materials, equipment, and labor required to complete the project.
• Prepares or directs the preparation of sketches, plans, estimates of material and labor needs and costs, and work schedules
• Plans and directs rehabilitation and construction projects.
• Prepares, implements, and enforces a preventive maintenance program.
• Orders or directs the ordering of materials and equipment.
• Meets with trades supervisors involved in the project to coordinate and schedule work and to ensure the effective use of labor and material and that the project will be completed on schedule.
• Assigns staff to the project, providing oral and written instructions, including such documents as technical manuals, blueprints, specifications, and plans.
• Observes and inspects work in progress and when completed, confirms the proper use of materials and equipment, workmanship, and proper regulations and codes are followed, schedules are met, and that work is performed according to plan.
• Develops training programs for staff by determining training needs based on observation of work performance.
• Assists staff by providing instructions and assistance in resolving work-related problems and in the performance of specific tasks.
• Implements and enforces safety procedures and standards for all facility maintenance operations.
• Inspects work performed by outside contractors for conformity with project plans and specifications.
• Maintains written records of work performed and completed, and accounts for labor and materials used.
• Evaluates the work performance of subordinate employees and takes corrective action.
• Inspects facility to determine maintenance needs and recommends projects based on findings.
• Assists in the preparation of the annual maintenance budget by recommending the resources for labor, materials, and equipment.
• Advises institution administrators on the feasibility of proposed projects and equipment purchases.
• Oversees and assists with the operation and maintenance of a variety of equipment including dump trucks, aerial trucks, loaders, aerators, excavators, and other construction or maintenance equipment as needed.

NY HELPS or 55-b/c Qualifications:

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55-b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Two years of first-level supervisory experience in either the maintenance and operation of a physical plant; building construction; and/or building renovation and/or repair projects.

Subsequent 55-b/c Qualifications:
A subsequent 55-b/c appointment may be considered if you have at least one year of permanent or contingent-permanent qualifying service and have a current Civil Service 55-b/c letter of eligibility.

Reassignment Qualifications:
Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as a/an Maintenance Supervisor 2; if you have less than one year, you must be reachable on the current Maintenance Supervisor 2 eligible list for this location, if one exists.

52.7 Non-Competitive Promotion (NCP) Qualifications:
As required by the New York State Department of Civil Service, we are posting for this position to determine if there are any qualified OPRHP employees interested in a permanent appointment to the position. To be eligible for NCP, candidates must be in the NYS Office of Parks, Recreation and Historic Preservation promotion field and have at least one year of permanent or contingent-permanent qualifying service as a Maintenance Supervisor 1. If 3 or fewer qualified NYS Office of Parks, Recreation and Historic Preservation eligible promotional employees respond to this posting, Civil Service may approve the permanent appointment of one of the qualified employees without further examination.

In order to be considered for appointment via non-competitive promotion, candidates serving in the established promotion field must not have failed the two most recent Maintenance Supervisor 2 examinations.

NOTE: Non-competitive refers to not competing in an examination; the appointment will be competitive.

70.1 Transfer Qualifications:
At least one year of permanent or contingent-permanent qualifying service as a Grade 15 or higher. The service must be in a title that Civil Service has deemed transfer eligible to the position.

Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Additional Comments Operational Needs:
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
• Must be able to perform medium to heavy physical labor and be able to lift up to 50 pounds.

*NY HELPS PROGRAM:

For the duration of the NY HELPS Program, this title may be filled via a permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024 and June 11, 2025. You may wish to apply if you received a permanent NY HELPS appointment to a qualifying title within these timeframes and are interested in this opportunity. Your eligibility for promotion will be reviewed by Human Resources. Employees with a permanent NY HELPS appointment occurring effective June 12, 2025 or later will be addressed with a subsequent cover-in.
