BASIC FUNCTION:
Manage and assist in preparing, conducting and reviewing environmental documentation including the preparation of environmental assessments, environmental impact statements, and related studies for a large portfolio of ESD’s real estate and funding projects.

WORK PERFORMED:
• Manage and assist in conducting environmental review processes and reviewing related documentation for ESD’s real estate and funding projects. This includes but is not limited to following requirements or guidelines under the New York State Environmental Quality Review (SEQR), City Environmental Quality Review (CEQR), State Historic Preservation Act (SHPA), and the National Environmental Policy Act (NEPA).
• Prepare environmental documentation for compliance with SEQR, SHPA and/or other laws and requirements as and when necessary.
• Oversee and manage consultants’ preparation of environmental review documents, coordinate with project team, and provide guidance as necessary.
• Manage agency coordination by consulting with interested or involved agencies on environmental review and other regulatory requirements.
• Manage consultant procurements, contracts and invoices.
• Monitor compliance with project environmental measures.
• Support agency’s planning and environmental review needs including master planning, development team selection, community engagement, preparation of planning, market and feasibility studies, and on other related activities.

Minimum Qualifications Education Level Required: Master’s degree in urban planning, environmental science, or equivalent.

Relevant Experience Required: Minimum 7 years of experience in planning and environmental analysis with strong background in conducting environmental review under CEQR, SEQR and NEPA.

Knowledge Required: Strong written and spoken communication, organizational and project coordination skills required. Background in urban and regional planning or a related field is preferred with strong knowledge and experience in performing environmental reviews under CEQR, SEQR and/or NEPA while working with public agencies and other stakeholders. Additional skills in Microsoft Word, Excel, PowerPoint, and project planning and management tools (e.g., SmartDraw, Monday.com).
