Job Specifics
Minimum Qualifications A bachelor's degree and eight years of progressively responsible experience conducting research or studies requiring the analysis and interpretation of government policy issues, and the preparation of written reports. Two years of this experience must have been in the area of taxation or government finance, and one year of the experience must have required supervision of a research team.
A Master's degree in public administration, public affairs, policy analysis, political science, government, economics, or a related field may be substituted for one year of the required GENERAL experience.
Duties Description • Initiate, plan and direct research studies on various aspects of property taxation, including analysis of fiscal and policy impact of proposed legislation, analysis of exemptions and tax burdens, analysis of assessment quality and uniformity, evaluation of various agency programs and identification of research and program priorities.
- Direct preparation of reports on research findings.
- Communicate research results to agency staff, state and local government policymakers and other interested parties.
• Assist Division of the Budget and Executive Chamber in the analysis and development of real property tax policy, including development of the real property tax cap, tax freeze and proposed tax credits.
• Supervise the tracking of proposed legislation relative to property taxation and related areas. Supervise preparation of fiscal estimates relative to proposed legislation.
• Supervise and direct the maintenance of the manual used by assessors in the administration of local real property taxes. Ensure instructions and forms are updated and changes are communicated timely.
• Oversee the establishment and publication of various statistical reports. Assure proper dissemination of real property tax assessment and levy data to the public.
• Supervise the compilation and maintenance of statewide data on exemptions, assessment performance, tax rates, state aid programs, and related topics.
• Respond to inquiries from state officials, local officials, citizens and others regarding property tax issues.
• Represent agency at meetings and on committees, task forces, etc. dealing with property tax issues.
• Keep abreast of national developments in property taxation and public finance literature/issues.
