Job Specifics
Minimum Qualifications Project Director Qualifications:
Ten years of project management experience. At least six years must have included managing enterprise projects and supervision of project team staff.
PMP Certification is preferred, however demonstrated experience in Project Management Standards such as PMBOK can be substituted.
Bachelor’s degree in a relevant area may substitute for experience on a year for year basis.
A Master’s or higher-level degree may substitute for an additional year.
Preferred Qualifications
•Ability to manage multiple, concurrent work streams
•Prior experience managing blended teams in-house staff and consultants
•Prior experience managing requirements analysis, design, development, testing, and implementation activities and project management activities across multiple releases.
•Demonstrated high-degree of proficiency with a variety of project management methodologies, including but not limited to waterfall methodologies, such as System Development Life Cycle (SDLC), and iterative methodologies, like Agile and SCRUM.
•Experience with government procurement processes and vendor management.
•Experience leading change management and training efforts.
•Well-organized, structured, and detail-oriented
•Ability to operate in a tough environment and handle challenging organizational issues
•Experience in NYS and/or Election Boards.
Duties Description As the agency’s Senior Information Technology Officer, the Project Director is responsible for the management and oversight of all agency technology resources and staff. This would include systems analysis & design, database communications, application program development, maintenance, implementation and quality assurance activities. The incumbent answers directly to the Board’s Co-Executive Directors.
In addition to advising the agency Directors and Commissioners, the incumbent negotiates and confers with executive and technology staff from Federal, State and Local agencies, confers with State Legislative staff at the Senate and Assembly and keeps Agency management apprised of legislative impact on Agency technology resources and staff and also represents the State Board to the Office of Information Technology Services.
The incumbent may be expected to be available during off-shift hours to ensure the continuous operation of data processing services. They must successfully reconcile the needs of program managers and users with the technical, financial and staffing resources available and be able to listen to the needs articulated by program managers and explain the technical and fiscal realities within IT that impact on meeting user requirements. The incumbent must also be able to communicate clearly with subordinate staff regarding work priorities and performance.
The State Board of Elections currently has four main functional areas that rely heavily on technology to support their programs – Campaign Financial Disclosure, Election Operations, Statewide Voter Database and Agency-Based Voter Registration. The development, implementation and maintenance of these systems are all performed in-house by staff directed by the incumbent. The incumbent is also responsible for ensuring the ongoing support and maintenance of our agency web site, which is internally hosted, and will work with the Public Information Unit to coordinate content changes and additions.
Responsibilities of Project Director:
• As director of the Information Technology Unit (ITU), The Project Director directs, coordinates, and controls overall activities of the Information Technology Unit. Evaluates project objectives within the parameters of budget, time and scope; actively manages the integration of project processes including impact analysis resulting from changes in project scope, budget or schedule; independently conducts requirements gathering sessions; performs risk analysis and risk mitigation; documents solutions and prepares cost benefit analyses supporting alternative approaches; conducts “Make or Buy” analysis and solicitation planning; interacts with high-level stakeholders including top agency executives and vendors; controls the activities of the project team to ensure that project objectives are met; develops procurement plans, may oversee the development of requests for proposals; interacts with stakeholders and their agency’s top executives on project activities; responsible for balancing priorities and making recommendations to agency executives regarding projects and investments in such projects; communicate directly with control agencies and vendors to ensure that the project objectives are met; and develops and implements project management processes and policies.
• Oversees and approves development, revisions and communication of Information Technology policies and procedures.
• Attends board meetings to keep the State Board’s commissioners informed about current projects and respond to questions that arise.
• As the agency appointed CIO the incumbent represents the agency to the New York State Office of Information Technology Services.
• Represents the State Board to state, federal and local agencies with regards to elections information technology issues.
• Stays abreast of election reform issues, reviews legislation and mandates and advises agency management of the impact on the agency’s data processing services.
• Keeps abreast of new innovative technologies that can benefit the agency.
• Maintains strategic short-term and long-term plans for proactively addressing costs associated with maintaining agency technological resources to ensure uninterrupted operations.
• Reviews and approves recommendations and requests submitted by program and specialty supervisors for acquisition of hardware, software and professional services.
• Serves as liaison with vendors. Monitors vendor compliance with contracts for services. Resolves problems as needed.
• Prepares the annual operating budget for information technology.
• Confers with higher level managers, subordinates and users to develop long-term work objectives taking into consideration technical, fiscal and staffing resources.
• Develops and maintains detailed management plans for major areas of responsibility.
• Defines purpose, scope and objectives of short-term and long-range projects for the specialty area.
• Assigns work to subordinate supervisors. Monitors project progress, reviews major staff initiatives and products, and makes recommendations as appropriate.
• Works with subordinates to assure the compatibility of all initiatives and acquisitions and recommends alternate solutions if required.
• Reviews all new requests for IRM services with subordinates and approves development plans and schedules submitted by managers and supervisors.
• Assures that the Information Technology Unit is adequately staffed and trained and supplied to perform all required functions.
• Prepares and delivers written and oral reports highlighting or explaining IRM projects and initiatives.
• Directs meetings of agency management, developers, project teams and users to discuss agency goals, project plans and specific projects.
