Job Specifics
Minimum Qualifications Budget Fellow must possess a minimum of a Bachelor’s degree. Starting salaries depend upon level of education and type of work experience, and annual salary increases are dependent on satisfactory performance:
• Budget Fellow I: $43,841 - A Bachelor’s degree. Advances to Budget Fellow II after one (1) year of satisfactory service.
• Budget Fellow II: $47,977 – A Master’s degree in public administration, economics, business administration, public policy, public affairs or a closely related administrative or managerial field; or, a Bachelor’s degree and two (2) years of professional work experience including one (1) year in public administration. Advances to Budget Fellow III after one year of satisfactory service.
• Budget Fellow III: $51,905 – A Master’s degree as specified for Budget Fellow II and one (1) year of professional budgeting experience within a governmental jurisdiction; or, a Master’s degree in any field and two (2) years of professional work experience including one (1) year in public administration; or, a Bachelor’s degree and four (4) years of professional work experience including one (1) year of public administration. Eligible for annual salary increases based on performance.
Candidates should have strong analytical, written, verbal and interpersonal skills; be able to think creatively and strategically; and have the ability to work both independently and as a member of a team. Candidates are also expected to be proficient in the use of office technology and Microsoft applications.
Duties Description The position provides the opportunity to work on a wide range of key Division activities initiated by the Budget Services Unit (BSU). The individual will be an integral member of the Legislative Affairs team of the BSU which acts as a central control point for Article VII bill formulation for the Executive and Enacted Budget; coordinates the 10-day bill analysis process; functions as the Division’s central liaison with Governor’s Counsel’s Office and with the Legislative Bill Drafting Commission; and generally serves as a clearinghouse for information related to legislation and legislative activities.
Specifically, the examiner will identify, analyze, and monitor legislation which impacts the Governor’s Executive Budget and the Financial Plan. In collaboration with other units’ examiners, the incumbent will be required to provide technical assistance in the formulation of Article VII proposals, including the assessment of significant issues arising in the crafting of the proposed bills. Additionally, the incumbent will utilize the Legislative Retrieval System (LRS) to analyze diverse legislation in response to DOB and Governor’s staff requests, and design and develop various reports to meet the changing needs of the Front Office on time-sensitive issues. The incumbent will become a subject matter expert on constitutional, statutory, and parliamentary requirements of the Executive and Legislature, and periodically conduct management analyses of various topics of importance to the budget and legislative process.
