Minimum Qualifications A Bachelor’s degree in Mechanical, Industrial or Acoustical engineering/engineering technology or a related engineering/engineering technology degree with a concentration in acoustics*; and three years of large-scale technical experience in one or more of the following areas: noise control engineering or project management, noise and vibration problem resolution, environmental noise analysis, mechanical noise and vibration control, forensic acoustics, industrial/environmental noise level testing, outdoor plant noise reduction, industrial hygiene, occupational hygiene, performance of independent field measurements of construction and post-construction operation noise levels to meet regulatory/specified noise requirements, or performance of noise mitigation techniques such as isolation and enclosure.
*If you have an engineering/engineering technology degree other than those listed, you may be required to provide a copy of your transcript to document a concentration in acoustics and qualifying coursework.
- A Master’s degree in the engineering/engineering technology fields listed above may be substituted for one year of experience.
Additional Desirable Qualifications:
- Experience in noise health effects, epidemiology and electro-magnetic fields is highly desirable but not required.
- Work in the audio/music field, such as recording, mixing, or production;
- Installation and/or maintenance of home theater, audiovisual or media systems.
Duties Description Responsibilities include but are not limited to: provide expert technical advice and engineering analysis to the Public Service Commission and Department of Public Service staff on noise and vibration control issues before the Commission and NYS Siting Board; conduct field investigations and review related documents to evaluate design and construction methods and assess potential environmental noise impacts for utility electric and gas transmission line certifications; prepare reports of findings and recommendations; participate on interdisciplinary project teams and/or serve as project team leader as assigned; examine specific impacts on noise, vibration, electro-magnetic (EMF) and other epidemiological matters; facilitate meetings with utility industry personnel, other agencies, and consumer groups for the purpose of investigations, dispute resolution or collaborative processes; represent DPS as expert environmental witness, preparing, reviewing and defending testimony; explain the role and responsibilities of the Department for pending generation and transmission cases before the Commission; provide expert information on the benefits or risks of environmental impacts, particularly on acoustic, noise or vibration concerns.
