Minimum Qualifications Reachable on the NYS Department of Civil Service Environmental Program Specialist 2 Interdepartmental Eligible List or transfer eligible under NYS Department of Civil Service Section 70.1.

Duties Description The incumbents will provide management and programming services to the Agency’s regulatory work including planning, permitting and enforcement. The positions include: performance of independent field review and analyses of proposed project sites; evaluation of environmental impacts of projects and drafting of permits; assisting in the coordination of on-the-job training of new subordinate staff; review of permitting and enforcement activity; oversite and development of sufficient Agency files and recommendations for enforcement resolutions; and utilization of performance metrics and compliance. The incumbent candidates will also review and respond to inquiries from the public regarding potential Agency jurisdiction. The candidates will be proficient in team management and the delegation of project tasks. The position involves supervision and evaluations of EPS 1 staff and general administration. Candidates must have good communication skills, both written and oral, and will prepare and present public presentations. These positions (2) are interchangeable between other Environmental Program Specialist 2 titles found within the Agency.

Salary Grade: SG-23. The starting salary for this position is $84,156. The salary range is $84,156 to $106,454.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
