Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service to a Professional Engineer 3 (Civil/Transportation) or above and eligible for transfer under Section 70.1, or Section 52.6 of the NYS Civil Service Law.
New York State Professional Engineer’s license and current registration is required.
Or Provisional Appointment Pending Examination:
Current New York State Thruway Authority employee with a Professional Engineer’s license and current registration, and one year of permanent competitive service as a Professional Engineer 3 (Civil/ Transportation).

Or Non-Competitive Promotion (NCP):
If there are no more than three qualified candidates in the promotional field for this position, the appointing authority will request approval from the NYS Department of Civil Service to fill this position via a noncompetitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must meet the following qualifications: Current New York State Thruway Authority employee with a Professional Engineer’s license and current registration, and one year of permanent competitive service as a Professional Engineer 3 (Civil/ Transportation).
Duties Description Under the general direction of the Division Director, and in coordination with Administrative Headquarters Department of Maintenance Engineering, the PE 4 (Civil/Transport) is responsible for the day-to-day leadership, direction, management, and administration of the Division’s Maintenance Engineering programs, including Highways, Bridges, Facilities, ITS Maintenance and Equipment Management. The PE4 coordinates with Division Engineering Services and Division Operations, the execution of bridge, highway, facilities and ITS maintenance and rehabilitation projects, periodically serves as Division Duty Officer, prepares and monitors the Division’s operating budget for Maintenance Engineering, identifies capital plan projects in Highway, Bridges and Facilities and monitors implementation, stands in for the Division Director in their absence, represents the Division Director at interagency meetings, intra-agency meetings and before regulatory agencies, remains abreast of advances and trends in the engineering maintenance of bridges, highways, facilities and ITS, and performs the full range of supervisory duties.

Sick Leave Incentive Plan – Employees who have not accumulated 165 sick days and have not used sick leave during the periods of January 1st to June 30th or July 1st to December 31st each year, may receive two days of pay for each six-month period. Employees who have a sick leave balance of 165 sick leave days, and continuously maintain that balance for each six-month period, may receive four days of pay for each six-month period.
Employees with 20+ years of Authority/State service may receive up to an additional five days of vacation leave accruals annually.
Vacation Exchange Program - Between November 15th. and December 31st of each year, employees who have previously earned and accrued vacation credits may elect to receive cash payments in lieu of the use of up to five days of such accrued vacation credits. Employees who maintain a 35-day vacation accrual balance in the pay period prior to submitting the election form may exchange an additional five days for a total exchange of 10 days of accrued vacation credits.
Membership in the New York State and Local Retirement System, as well as optional enrollment in the NYS Deferred Compensation Plan.
Tuition Assistance Program, which reimburses 90% of tuition costs for approved courses up to 21 credit hours per year.
New York's 529 College Savings Program, which provides New York families with a tax-advantaged way to save for college.
Longevity Pay - Employees with five years of satisfactory service at or above the maximum salary of their grade will be eligible to have salary advanced to the First Longevity, 10 years of satisfactory service will advance to the Second Longevity, and 15 years of satisfactory service will advance to the Third Longevity. Longevity pay has a positive impact on retirement.
Employees are paid bi-weekly, with no lag time.
Some positions will be eligible for downstate and/or geographical pay depending on location and title.
