Minimum Qualifications One year of permanent competitive services as an Information Technology Specialist 3 (Programming) OR in a position at G-21 or higher deemed administrative under Section 52.6 of Civil Service Law.
Duties Description Under the direction of an Information Technology Specialist 4, SG-25, within the Chief Technology Office/Business Applications Services/Health and Human Services Portfolio, this position will assist with system design, including server architecture and application design. Specific duties include, but not limited to:
- Developing, modifying and implementing java-based applications.
- Support existing applications, rewrite older applications to maintain supportability.
- Deploy application changes to development, coordinate migrations to higher environments.
- Proficiency in Oracle PL/SQL, assist with database design, create objects/procedures as needed.
- Conducts design reviews and addresses deficiencies.
- Documents changes and perform unit testing.
- Participates in regularly scheduled meetings with application support staff.
- Assists in the development of requirement and system design documents
- Makes sure applications conform to policy and technical standards.
- Identifies and resolves complex problems related to application use, maintenance and management.
- Monitors system and maintains application to assure efficiency and reliability.
- Writes and tests utility programs required for application maintenance, recovery and performance management.
- Possible supervision of HBITS staff.
- Perform full range of supervisory responsibilities.
