Duties Description The incumbent of this position will serve as team lead under the general direction of the Program Specialist 3 (Cannabis). The incumbent will work closely with the Surveillance and Regulatory Compliance units and is responsible for overseeing the development of policies and procedures for the processing of license and permit applications and renewals following all the implementation of Office of Cannabis Management (OCM) laws, rules, and regulations.
Duties include, but are not limited to:
• Review monthly reports and meet with the Program Specialist 3 (Cannabis) to evaluate the functions in each zone office, and initiate changes where necessary.
• Review enacted legislation to determine the impact on operations and meet with agency executive management to determine needed changes.
• Lead implementation of new legislation and work process improvement initiatives.
• Develop procedures to deal with legislative and policy changes and implement them through subordinate supervisors.
• Coordinate the development, testing and maintenance of licensing information systems.
• Perform internal controls testing of bureau functions to ensure that all procedures are being performed accurately and efficiently and recommend additional security or changes.
• Create and modify forms and applications when required by amendments to the MRTA.
• Develop and provide licensing review and process training for staff.
• Create business relationships among interested parties.
• Perform full range of supervisory functions.
• Perform other duties and special projects as required.
Minimum Qualifications This title is also part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:
Applicants must possess a bachelor's degree or higher and three years of professional experience in a regulatory compliance/oversight entity that included two or more of the following: accounting and auditing; investigating and/or inspecting regulated entities and facilities; interpreting and explaining policies, rules, regulations, or laws to organizations, government or corporate officials, or individuals; policy analysis and research; surveillance; quality assurance that included evaluating whether projects met/are meeting requirements that included risk assessment; providing professional level economic development products or services; community outreach which included vulnerable populations; negotiating and/or approving contracts or agreements with suppliers, distributors, federal or state agencies, or other administrative control processes.
Applicants may be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 21 or above and eligible for transfer under Section 52.6 of the Civil Service Law.
Additional Comments NOTE:
• Travel may be required (approximately 10%), including during evening and weekends, depending on mission and assignment.
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.
Notes:
*There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.
At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Downstate: Location Pay of $3,400.
