Duties Description Serving under the IES Technical Director, we are looking for a
hands on Senior Technical Architect who’s ready to roll up their sleeves and dive deep into the heart of the Integrated Eligibility Systems (IES). This isn’t just another architecture role—you’ll be leading the charge in building a transformative platform from the ground up, working with a cross-functional team of Architects, BAs, UX Designers, QA, and Developers. You’ll shape the technical vision and bring it to life, creating scalable solutions that drive real impact for the people of New York.
What You’ll Do:
• Architect and Build: Lead the design and development of the IES architecture, including no-wrong-door/portal, API gateway, and business process management. Be ready to jump in and code, troubleshoot, or whatever it takes to get the job done.
• Hands-On Leadership: You’ll not only manage a team of Architects, BAs, UX Designers, QA, and Developers—you’ll work alongside them. Whether it’s reviewing code, sketching out designs, or problem-solving, you’re not afraid to get your hands dirty.
• Collaborate Like a Founder: Work closely with OTDA, SSD, and NYC teams to assess and integrate existing solutions, while thinking creatively about how to push boundaries and innovate.
• Drive Standards and Strategy: Own the technical strategy, set architecture standards, and ensure we stay secure and compliant—all while moving fast and breaking new ground.
• Solve Big Problems: Lead technical discussions, identify challenges before they become roadblocks, and work with leadership to ensure we’re building the best solutions possible.
Who You Are:
• You’ve got 11+ years of experience in technical architecture, and you’re not just a thinker—you’re a doer.
• You thrive in fast-paced environments, love taking ownership, and aren’t afraid to get into the weeds with your team.
• You’re hands-on, whether it’s with code, design reviews, or tech strategy—you lead by example.
• You know your way around solution architecture, API management, middleware, and security.
• You communicate technical ideas clearly to both tech teams and business stakeholders, and you’ve got a passion for building innovative products.
Minimum Qualifications Eleven (11) years of experience including two (2) years of management experience providing architectural design and maintenance of complex software systems including solutions architecture, data design, systems lifecycle management and infrastructure planning and operations on large cross-functional teams or projects.
The following degrees may substitute for the general experience as indicated:
A Bachelor’s degree in computer science or equivalent may substitute on a year for year basis.
Preferred Skills
• Master’s in computer science or equivalent
• Understanding or experience with foundational technology components including rules engines, API gateway, BPM, IVR, noticing engine, workflow engines, middleware components, MDM, identity and access management and ETL;
• Demonstrated experience working with enterprise wide architectures and designs across multiple IT functional areas;
• Experience working on highly complex projects that require in-depth knowledge across multiple technical domains and business segments;
• Experience with the National Human Services Interoperability Architecture (NHSIA), Medicaid Information Technology Architecture (MITA), Exchange Reference Architecture (ERA);
• Excellent written and spoken communication skills
• Demonstrated ability to build valuable relationship with both business and IT stakeholders;
• Experience implementing systems which adhere to the Center for Medicaid/Medicare Services (CMS) Standards and Conditions
• Experience in New York State or New York City government
• Experience with Health and Human Services Programs
• ITIL Certification.
