Duties Description Working for the Division of Operations' Bureau of Maintenance & Technical Services, duties include but will not be limited to:
-Act as Program Manager for the Department’s BuildSmart 2025 Program in support of the Climate Leadership and Protection Act (CLCPA), Executive Order 22.
-Lead the development of short- and long-term management plans and goals for compliance with the various energy and decarbonization initiatives.
-Direct Departmental engineers, outside consultants, Operations Supervisors, and field staff on methodologies for compliance with energy & decarbonization objectives.
-Promote use of OGS Statewide Procurement Contracts by Regional Staff for renewable energy systems, EV charging systems and energy efficient equipment. Track Regional energy related projects for inclusion in the NYPA NY Energy Management (NYEM) platform towards energy reduction goals.
-Develop and implement strategies to engage the general public to demonstrate commitment to the environment by showcasing various energy projects and technologies. Includes development of educational exhibits at Department Environmental Education Centers, and social media videos by the Department’s Bureau of Public Outreach.
-Coordinates energy & carbon reduction activities between programs, bureaus, divisions, regions, federal and local governments and other State governments.
-Develops budgets and program fiscal plans for the various energy related initiatives. Develop methodology to apply for and collect financial incentives and rebates to augment internal funding sources.
Minimum Qualifications Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
Or
Transfer Eligible: One year of permanent competitive service at Salary Grade 21 or higher and:
Eligible for transfer under Section 70.1: One year of permanent competitive service as a Climate Policy Analyst 2, Environmental Analyst 2, Environmental Radiation Specialist 2, Environmental Specialist 2, Forester 2, Public Participation Specialist 2, Public Participation Specialist 3, Sanitary Construction Inspector 3
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Must be able to negotiate difficult terrain.
Travel may be required.
Overnight travel may be required.
Telecommuting may be available, will be discussed at interview.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
