Duties Description The incumbent will be assigned to the Region 8 Division of Materials Management (DMM) RCRA program. The duties of this position require a comprehensive knowledge of hazardous and solid waste regulations to provide accurate compliance determination and technical support on these topics to staff within NYSDEC as well as the regulated community. More specific duties will include:
1. Providing supervision of assigned staff in Region 8 DMM. Responsible for performance and training programs of assigned staff in accordance with applicable Department policies and procedures and regulatory requirements.
2. Conducting routine compliance inspections of regulated operations, as well as inspections in response to complaints, and preparing written documentation of each inspection on appropriate DEC inspection report forms.
3. Coordinating investigation requests with law enforcement for suspected violations as appropriate.
4. Preparing referrals to Office of General Counsel for inspections that involve significant non-compliance in accordance with program policies and procedures. Coordinating with OGC staff on the preparation and resolution of enforcement cases.
5. Providing technical assistance to the public, regulated community, and NYSDEC staff concerning RCRA regulatory requirements and Department policies.
6. Preparing formal reports and correspondence and complete special assignments as requested by the Regional RCRA Supervisor.
Note: Significant same day driving throughout the 11 County region will be required.
Minimum Qualifications Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or
Transfer Eligible: One year of permanent competitive service at Salary Grade 21 or higher and:
Eligible for transfer under Section 70.1: One year of permanent competitive service as a Climate Policy Analyst 2, Environmental Analyst 2, Environmental Radiation Specialist 2, Environmental Specialist 2, Forester 2, Public Participation Specialist 2, Public Participation Specialist 3, Sanitary Construction Inspector 3
Additional Comments Actual work schedule, duties and travel requirements may vary and will be discussed at the interview.
Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Use of personal protection equipment, including a respirator, will be required.
Must complete an annual Health and Safety Program including medical monitoring, fit testing, and 40 (or 8) hour OSHA HAZWOPER certification.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
