Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.

Under the general direction of the Information Technology Specialist 4, SG-25, within the Dedicated Support Division, New York State Higher Educations Services Corporation, the Information Technology Specialist 3, SG-23, will join the business analysis/quality assurance and testing unit. The incumbent will participate in business analysis and testing activities for HESC business application solutions and adhere to quality assurance standards for solution implementation. Specific duties include, but are not limited to:
- Participate in entire secure system development lifecycle (SSDLC): work with business experts to elicit system requirements, document requirements/business rules in system use cases, use system documentation as the basis to develop a test plans/test scenarios for the assigned project/area.
- Perform all necessary testing needed for the assigned project/area including functional, business cycle, integration, regression, sanity, and performance.
- Create and manipulate data files and database records using SQL programming for use in testing.
- Write queries using SQL programming to analyze database records to verify testing results.
- Incorporate HP ALM into system development life cycle.
- Track defects to resolution using HP ALM.
- Ensure quality assurance and testing standards and guidelines are used for all phases of HESC's secure software development lifecycle and makes recommendations for changes.
- Conduct test reviews with business experts to ensure all requirements are met.
- Act as liaison between the end-user and development staff.
- Develop business expertise to understand the business needs of the user.
- Be available to end-users for defect reporting, problem resolution, or to identify procedural errors.
- Coordinate testing activities with HESC's business partners (lenders, schools, vendors, etc.) including new/upgraded software releases, new business partner set up, and file layout changes.
- Coordinate user acceptance testing prior to production deployment to ensure that the system meets the needs of the business user.
- Be available during production deployments to ensure that the system is operating correctly, and to provide any assistance required to the end-user.
- Monitor workloads, prioritize and assign tasks, and maintain a flow of productivity.
- Perform the full range of supervisory responsibilities.

Minimum Qualifications One year of permanent competitive services as an Information Technology Specialist 3 OR in a position at G-21 or higher deemed administrative under Section 52.6 of Civil Service Law OR in a title eligible for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.

Candidates must be reachable on the current eligible list for this title in order to be list appointed.

Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.

Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.

For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
