Minimum Qualifications Reachable on the appropriate Civil Service eligible list or a current NYS employee eligible for transfer under Section 52.6, 70.1 or 70.4 of the Civil Service Law.
52.6 Transfer
To be eligible for transfer under Section 52.6, candidates must have one year of permanent competitive service in a 52.6 title allocated to grade 16 or higher.
70.1 Transfer
To be eligible for transfer under Section 70.1, candidates must have one year of permanent competitive service in a qualifying title.
70.4 Transfer:
Candidates with one year of permanent competitive service in a position within two salary grades and possess a Bachelor’s Degree from an accredited College. Applicants must have passed the Professional Career Opportunities (PCO) or Public Administration Traineeship Transition (PATT) exam.
Candidates may be required to serve a 2-year traineeship that leads to the grade 18 position. The traineeship includes a comprehensive training plan that will be individualized based on the candidate’s experience.

Duties Description - Analyze and reduce knowledge gaps for succession planning

- Analyze current section business practices and create appropriate knowledge sharing materials to enhance productivity and accuracy.

- Create and analyze online surveys to collect quantifyable data to be sumarized and presented to requestors.

- Review and analyze requests for materials to ensure that results meet the needs of requestor.

- Help develop training plans to ensure that a sufficient number of staff are trained in procedures.

- Review and document business process.

- Organize Payroll Bulletin Review process.

- Determine technical and procedural accuracy of the language in the Agency payroll bulletins.

- Identify current business processes that are not functioning at an optimal level.

- Create, format and present documents that aid business processes.

- Help with the documentation of Bureau wide business practices.

- Determine whether current business processes meet desired performance measures.

- Manage Payroll Projects

- Manage and support system, business and training projects of the Payroll Users Group.

- Present and follow up on all questions and requests that are submitted through LiveStream.

- Work with other sections to develop training plans and materials to ensure that internal and state agency staff are trained in various procedures.

- Maintain payroll reference materials

- Manage project and request deadlines by balancing competing priorities and ensuring appropriate resources are available.

- Manage the statewide payroll processing schedule.

- Document and maintain bureau wide procedures.

- Assist with other tasks for the MIA Section as necessary

- Using technological tools, such as Microsoft Word, Power Point and Excel, create and maintain documents as requested.

- Create a quarterly report for the Grade 25 Manager indicating if performance measures were met.

- Query, compile and maintain database statistics for monthly reports.

- Compile and analyze payroll information requests for FOIL’s, as well as internal and external information requests.
