Minimum Qualifications Transfer Opportunity:

Candidates must have one year of permanent competitive or 55-b/55-c service as a Medical Technologist 2 and be eligible for transfer.

Provisional Opportunity:

Candidates who meet the following promotional qualifications may be qualified for a provisional appointment.

Candidates must be a qualified employee of New York State and have had one year of permanent service as a Medical Technologist 1, and possess a valid New York State license issued by the New York State Education Department, as a Clinical Laboratory Technologist

AND

Candidates must meet one of the following qualifications of Section 58 of Title 10 of New York State Public Health Law.

Either A:

Six years experience as a qualified Medical Technologist in a laboratory specialty, two years of which must have been at an approved clinical laboratory having a director at the doctoral level;


Or B:

a masters degree in one of the chemical, physical, or biological sciences and four years of medical technologist experience, two years of which must have been at an approved clinical laboratory having a director at the doctoral level;

Or C:

a license to practice medicine or osteopathy in New York State or a doctoral degree in chemical, physical or biological science and two years experience in an approved clinical laboratory having a director at the doctoral level;

Or D:

any combination of academic study and training and/or experience outlined in Section 58-1.4 of Title 10 of New York State Public Health Law.

If you are appointed provisionally, you must take the next scheduled Civil Service examination for this title and your score must be reachable on the resulting eligible list before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.

In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Mental Health of our intention to conduct a non-competitive promotion examination for the position of Medical Technologist 2 at Nathan S. Kline Institute for Psychiatric Research. Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications if all requirements of non-competitive promotion are met.

The promotion field for the Medical Technologist 2 positions consists of candidates who have one year of permanent service as a Medical Technologist 1, possess a license and current registration to practice as a Clinical Laboratory Technologist in New York State, and meet one of the qualifications of Title 10, Section 58 of New York State Public Health Law for Laboratory Supervisor.

Duties Description As a Medical Technologist 2, you would perform the more specialized and complex chemical, physical, and microscopic procedures and tests on specimens of blood, sputum, urine, spinal fluids, and other tissues. These tests and procedures include radio-immunoassays, blood smears, amino acid analyses, blood typing, enzyme assays, electrophoresis, complement assays, and coagulation studies. Under direct supervision, you might carry out developmental studies and research in production of standard reagents and methodologies. You might develop new laboratory techniques, implement new or modified procedures, and prepare statistical reports.

Under direct supervision, you might supervise technical and non-technical employees in the section and train all personnel in technical procedures. You might check completed work for accuracy and for conformance to standards, correcting and retraining where necessary; prepare work schedules; inform personnel of rules, regulations, and other communications; and evaluate employee performance. You might maintain the quality control program in the section and might perform minor maintenance of equipment.

Additional Comments Background Investigation Requirements:
Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees may be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.
