Minimum Qualifications Open to NYS employees with one year of permanent or contingent permanent status as a Secretary 2 or in a title designated appropriate for Section 70.1 transfer of the Civil Service Law. Candidates reachable on the eligible list for this title will be considered through a canvass and do not need to apply.

Duties Description The Real Property Bureau provides legal assistance to State agencies and authorities in connection with the acquisition and disposition of real property. The office investigates titles, clears liens, prepares deeds and various closing documents, and facilitates the closing of title. In addition to purchases and dispositions, the Bureau handles all of the State's eminent domain transactions by reviewing and certifying title, clearing liens, preparing closing papers, and certifying payment. The Bureau also represents the State in court proceedings involving disputes over the State's title to lands acquired for public use.

Duties:

•Serve as secretary to the Bureau Chief. Schedule weekly management meetings and the majority of the Bureau’s meetings with external parties. Keep track of the Bureau Chief’s calendar. Print a daily schedule and provide material needed for scheduled meetings. Provide Bureau Chief with a weekly schedule of bureau employees and their scheduled absences, as well as maintain an electronic calendar of bureau absences.

•Manage confidential information for the Bureau Chief, including evaluations for all Bureau staff. Track evaluation due dates and submit all evaluations, probationary reports and duties descriptions for new hires and upgrades to the Human Resources Management Bureau. Maintain personnel files.

•Serve as the Bureau’s Administrative liaison. Send any building complaints or concerns to Administrative Services for handling. Serve as the bureau contact person for Information Technology, Administrative Services and oversee overall office operation. Also maintain calendars for two conference rooms.

•Prepare Bureau’s Monthly Report. Include significant cases and updates gathered from bureau attorneys. Also collect reports from support staff and compile into one master report.

•Answer RPB main phone line and cover bureau chief’s line when needed. Process bureau chief’s mail, sorting items requiring signature or immediate action.

•Make travel arrangements and process travel vouchers and requests for travel authorization.

•Work with Budget and Fiscal Management in purchasing items not available on warehouse supply list. Send out water delivery invoices.

•Type and assemble legal correspondence, reports, memoranda, forms, etc., particularly with respect to confidential or sensitive matters.

•Maintain a database for tracking deadlines for court filing of real estate appraisals in appropriation claims. File appraisals and engineering reports in Court of Claims. Process documents from Court to make sure they reach the appropriate party in a timely manner. Issue a monthly report listing upcoming filing dates for appraisals.

•Collect and submit Bureau’s Weekly Court Appearances.

•Collect bankruptcy requests for attorneys and forward to Law Library for their response.

•Arrange for exchange of confidential bins, when needed.

•Review time sheets for Bureau Chief’s signature for accuracy.

•Update books in RPB Library, including pocket parts and revised volumes.

•Maintain and update RPB phone list and organizational chart.

•Perform other duties as assigned.
