Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Human Resources Specialist Trainee 1: A bachelor's or higher degree.
Human Resources Specialist Trainee 2: A bachelor's degree and one year of professional human resources experience.
*A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Human Resources Specialist 1: A bachelor's degree and two years of professional human resources experience.
*A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Advanced placement to the Trainee 2 or journey level may be possible depending on education and experience. Candidates appointed at the Trainee 1 level will need to successfully complete a two-year traineeship before advancing to the Human Resources Specialist 1, SG-18 level.

COMPETITIVE MINIMUM QUALIFICATIONS:
Candidates must be a NYS employee and eligible to transfer by
having at least one year of permanent service in a qualifying
title; OR be active and reachable Candidates must be a NYS
employee and eligible to transfer by having at least one year of
permanent service in a qualifying title; OR be active and
reachable on the Civil Service eligible list that fills this title.
Transfer qualifications: Candidates must be eligible for transfer
under Section 70.1 of the Civil Service Law.
This position may be filled as a two-year traineeship. Trainee 1 is equated to SG-13 with a starting salary rate of $51,920. Trainee 2 is equated to SG-14 with a starting salary rate of $55,005. Full Journey Title is a Grade 18 with a salary of $65,164 after a successful two-year traineeship is completed.
Duties Description Under the general direction of the Associate Director of Human Resources 2, M-2, and Human Resources Specialist 2, SG-23, the incumbent will perform the following essential functions:
• Participate in virtual and in-person job/career fairs, promoting the Team Tax Brand in verbal and written recruitment efforts; maintain statistical data of recruitment activities for reporting and tracking purposes; foster and encourage a diverse and inclusive environment as a representative of the Tax HR team in all internal and external engagement activities.
• Review Team Tax print and social media content to improve marketing of positions within the department; work closely with Tax multi-media team / public information office / communications / web design team / stakeholders in HR/Counsel/Executives.
• Monitor applicant responses on premium recruitment sites and manage all resumes from outreach activities; reviewing, forwarding potential job opportunities as they arise.
• Conduct research and demographical analysis through exit and pulse surveys; identify and recommend academic, professional, social, and community-based organizations of diverse talent and create an information repository.
• Establish connections with external recruitment partners including state agencies, community organizations, and others for the coordination of recruitment activities and events promoting employment opportunities to the general public.
• Become familiar with the state’s merit system, 55-b/c program, Tax department job titles to support all active recruitment efforts across various program areas/regional/district offices; identify barriers to reaching a diverse candidate pool and proactively recommending alternative approaches and solutions.
• Assist in reviewing applicant’s material, assisting program managers with quality of candidate pool; ensure consistent application of established policies and procedures while reviewing resumes/examinations for eligibility.
• Handle special assignments such as developing and/or administering new programs, conducting recruitment drives, participating in job fairs and/or conducting research.
• Monitor and respond to inquiries in shared mailbox, support events calendar.
• Conduct career planning sessions with staff looking for career path recommendations based on their training and experience; understand and communicate transfer options; recommend career mobility office site to staff for self-serve career planning.
• Must be able to use and navigate various computer systems and continuously update and maintain computer skills and technology.
• Must be able to work on multiple assignments at once and prioritize work assignments.
• Must maintain confidentiality of information and exercise good judgment.
• Must be able to travel including occasional overnight stays; some recruitment events will occur during the weekend and outside normal business hours.
• Communicate effectively via telephone, in writing, and/or in person with a variety of staff and other agency personnel.
• Adhere to the time and attendance rules of the department.
