Duties Description The Office of Mental Health (OMH) is recruiting to fill a Data Analyst 2, G-23, position in the Division of Forensic Services (DFS), Bureau of Forensic Evaluation Research and Data Analytics (BFERDA). DFS is responsible for managing, directing, overseeing and monitoring State mental health services to individuals involved with the criminal justice system, including: individuals with mental illness who are receiving inpatient, outpatient or community based services pursuant to Criminal Procedure Law (CPL) and Correction Law (CL); and sex offenders who are found to have a mental abnormality and confined to an OMH secure treatment facility, or released to strict and intensive community supervision and treatment, in accordance with Article 10 of the Mental Hygiene Law (MHL). BFERDA works to assist the bureaus within DFS by providing database support and development, performance evaluation data, program evaluation, and ad hoc data analysis/reports to support the Division’s mission and goals.

The incumbent will be responsible for developing and maintaining databases and data systems related to forensics initiatives, as well as creating and maintaining Tableau and/or Poewer BI dashboards that analyze and display forensic data. Specific duties to be performed may include, but are not limited to, the following:

Develop Use Cases, design application requirements, assess data structures, and build database tables for all forensic applications.

Coordinate tests to ensure that business solutions are consistent with defined needs.

Develop and manage dashboards that monitor and evaluate changes in program performance data, identifying differences and proposing solutions for corrective actions.

Prepare comprehensive written reports containing analysis and interpretation of forensic data for internal and external use.

Research data sources to improve automation and efficiencies.

Gather relevant data from various sources, ensuring data integrity and accuracy.

Devise methods to analyze and identify data patterns and trends in the mental health and criminal justice data.

Conduct statistical analyses to evaluate program effectiveness and outcomes.

Provide data-driven recommendations for solutions and future actions based on the data findings.

Develop data visualizations tools, dashboards, and reports to communicate key findings and insights to stakeholders that help convey results and data trends.

Design, support, troubleshoot and code applications utilizing Microsoft Power Automate, Sharepoint, and Teams.

Participate in quality improvement initiatives to enhance data collection methods, analysis techniques, and reporting practices.

Minimum Qualifications Candidates must have one year of permanent service as a Data Analyst 1 OR bachelor’s degree and three years of experience* in data visualization, and statistical models and data mining tools.

A master’s degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, may substitute for one year of the specialized experience. A Ph.D. in the above fields may substitute for two years of the specialized experience
