Duties Description The incumbent will report to the Office of Counter Terrorism Public Safety Unit. Duties include but are not limited to:

• Supervise the development, implementation, evaluation and analysis of the New York State’s Red Team initiative. Through real time exercise, Red Team activities identify strengths and gaps in New York State’s suspicious activity reporting programs, and New York State’s security and counter terrorism posture.
• Coordinate and conduct outreach regarding suspicious activity reporting programs to the public and private sector and target audiences. Suspicious activity reporting programs support the early recognition and reporting of potential terrorist activity to the New York State Intelligence Center (NYSIC) and law enforcement.
• Conduct analysis on identified topics or program areas to evaluate New York State’s security and counter terrorism posture, and provide findings, both in written and presentation form, to executive staff and other audiences as requested.
• Conduct comprehensive research on select homeland security/public security policy trends at the state, federal and international levels interacting extensively with agency representatives, subject matter experts, advisory services and legal resources as relevant. Draft preliminary reports, recommendations and alternatives based on gathered information.
• Plan, organize and conduct analytical studies involving the development and implementation of major agency projects and initiatives. Develop gap and risk analyses, documenting current, expected, and required resources for management review/approval.
• Draft correspondence, policy, white papers, standards, bulletins, advisories, progress reports and study results on targeted topics.
• Represent the agency at conferences, meetings and in program reviews as appropriate.
• Support the development of project plans, deliverables and analytical analysis for executive review.
• Develop and present targeted information for first responders, county, local and state stakeholders, and staff on programs of the Office of Counter Terrorism.
• Serve as a senior analyst; develop an in-depth knowledge of the practical application of the Red Team program, participate in Red Team activity and share a clear understanding of the planning process.
• Manage Red Team Exercises and be responsible for geographical areas that require more oversight and a more experienced analyst to manage the additional interactions, locations and special events that can be addressed. This specifically includes programs related to New York City.
• Coordinate training of new employees to the unit regarding the Red Team Planning Process and other Public Safety Unit programs, and act in a mentor capacity for the new employees.
• Perform review of Red Team documents to augment the peer review process currently in place and provide experienced feedback for these documents prior to them being finalized.
• Perform other duties as required.

Minimum Qualifications Non-competitive: one year of permanent service as a Homeland Security Program
Analyst 1; OR bachelor’s degree and three years of experience in intelligence analysis, homeland security, counter terrorism, emergency preparedness analysis and assessment, or investigations.

A master’s degree may substitute for one year of the experience.

Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
