Minimum Qualifications This position is open to candidates who are reachable on the Information Technology Specialist 2, G-18, Civil Service eligible list OR have one year of permanent competitive service as an Information Technology Specialist 2, G-18. Candidates reachable on the eligible list may be considered through a canvass and need not apply. The position is also open to NYS employees at or above G-16 who are eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grade levels. In order to qualify for Section 52.6 transfer, candidates must have one year of permanent competitive service in an administrative title as defined by Section 52.6. Examples of qualifying Section 52.6 titles include Information Technology Specialist 2 (Programming), G-18; Business Systems Analyst 1, G-18; and Telecommunications Analyst 2, G-18. In order to qualify for a Section 70.1 transfer, candidates must have one year of permanent, competitive service as a Supervising Computer Operator, G-18.

Required Skills and Abilities:
• Ability to understand the functionality among the different Statewide Financial System (SFS) modules;
• Ability to identify and evaluate software, tools and resources to determine potential benefits and uses in the customer support function;
• Ability to effectively plan and implement other software, tools and resources to assist in the Tier 1 Support function;
• Knowledge of System User Support operations and tools;
• Strong interpersonal skills; ability to work on cross-functional teams;
• Strong verbal and written communication skills, with an ability to express complex business concepts in technical terms;
• Strong analytical, problem-solving, and conceptual skills;
• Must be self-motivated and independent, able to work with a minimum of supervision and able to work well with stakeholders and project staff;
• Ability to adapt quickly in a rapidly changing environment;
• Detail oriented with excellent follow through; and
• Ability to prioritize and multi-task across numerous work streams.

Preferred Qualifications:
• Experience providing support to an organization or program by answering programmatic questions and providing assistance in using a software application(s);
• Experience working with the new Statewide Financial System ERP solution, including but not limited to inquiries, entering and processing transactions, etc.;
• Experience working with other State agency financial management software, including the previous Central Accounting System (CAS), and/or familiarity with other contract management applications and/or ERP solutions;
• Basic knowledge of the organization of New York State government; and
• Self-motivated, thriving on a job well done and having the independence, initiative, and desire to achieve.

Duties Description Under the direction of the Customer Support Supervisor, the incumbent will be charged with the following responsibilities related to the Statewide Financial System (SFS):

General Responsibilities:
• Perform customer support duties: answer phones and respond to emails, analyze user issues and work to resolve PeopleSoft system user issues within targeted resolution timeframes;
• Analyze customer support inquiries to identify potential system or performance issues for audit within SFS or at agencies;
• Participate in the system defect resolution process as needed; and
• Provide adhoc operational and project support to SFS as needed.

Specific Responsibilities:

• Work with technical and functional area experts and others as needed to develop a comprehensive knowledge of system application and development, and business processes;
• Participate in appropriate training, workgroups and agency meetings;
• Establish and maintain a working knowledge of the system’s screens, navigation, procedures, and processing requirements;
• Support users in the implementation and use of the system including, but not limited to, screens, access, and reports;
• Identify and analyze common or related problems;
• Make recommendations to technical and business staff for system adjustments to address and resolve;
• Track incidents and responses; analyze solutions to improve customer support responsiveness;
• Prioritize issues and route to appropriate internal or external resources;
• Provide courteous, timely responses to all customer support inquiries;
• Analyze customer support inquiries to identify possible training opportunities or system problems with the Statewide Financial System;
• Conduct system or performance audits based on analysis of help desk inquiries;
• Preparation of work papers to document findings and conclusions; and
• In performing the duties for this position, the incumbent may also provide first-level supervision of interns and contract staff involved in customer support tasks.
