Minimum Qualifications Minimum Qualifications: Candidates must have one year of permanent competitive service as an Agency Training and Development 1; OR have one year of permanent service in a title eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law.
70.4 Transfer to Agency Training and Development Specialist Trainee 1: One year of permanent competitive service in a position allocated to SG-11 or above and possession of a bachelor’s degree; AND candidates selected under this option must have standing on the Professional Careers Test (PCT) or Public Administration Traineeship Transition (PATT) eligible lists.
Duties Description Duties will include, but are not limited to, the following:
- Develop and present specific training courses in the agency’s training program by personally conducting the training or by obtaining outside instructors or programs.
- Make arrangements for training courses including scheduling classroom space, setting up classroom, obtaining required equipment and technology, material, supplies, etc.
- Identify specific training needs by reviewing agency programs and by discussing staff and program requirements with program managers.
- Develop a training program to meet identified needs by determining course content and method of presentation and obtaining training materials.
- Prepare proposals for training programs utilizing funds provided for in State and employee agreements and for Management/Confidential training.
- Assist program managers and supervisors in developing on-the-job training procedures.
- Review on-the-job training procedures with supervisors for relevance.
- Update training manuals with the assistance of supervisors and related content experts.
- Recommend specialized training courses to correct problems or to familiarize staff with new programs, policies or procedures.
- Evaluate training courses and program through the use of evaluation tools and techniques, including questionnaires, review of work reports, monitoring.
- Disseminate training announcements and information concerning educational opportunities.
