Minimum Qualifications Open to NYS employees with one year of permanent competitive service as Information Technology Specialist 2 (Programming), G-18, or
52.6 Transfer: Open to NYS employees with one year of permanent competitive service or in a title at G-16 or above deemed administrative under Section 52.6 of the Civil Service Law. The transfer cannot be a second, consecutive transfer resulting in an advancement of more than two salary grades or one M-Grade.

Preferred Qualifications:
• Experience in all aspects of system development.
• Self-motivated, ability to work under general supervision.
• Proven ability to troubleshoot malfunctions in applications and to exercise effective interpersonal and problem solving skills with users and management; ability to express complex technical concepts in layman’s terms, both verbally and in writing.
Duties Description Under the supervision of an Information Technology Specialist 4, the incumbent will develop and support a number of high priority agency applications which support financial and oversight functions at OPWDD.
Duties will include, but are not limited to, the following:
• Perform the full range of system development life-cycle using agile methodology: analysis, design, development, testing, and implementation.
• Work as a member of a self-managed Scrum development team - determine which stories are selected for a Sprint and the tasks needed to accomplish them.
• Code in JAVA, HTML, CSS, and JavaScript.
• Design and Create Oracle tables, indexes, views and other objects.
• Design, Create and Code MS Access Tables, Queries, Forms, Reports and Modules; Code in VBA for dynamic connections to Oracle tables and views.
• Test proper functionality.
• Perform business analysis, determine business rules and user interfaces. Use UML as needed.
• Establish and maintain a professional working relationship with the user community, co-workers and management to effectively provide problem resolution services. Meet with Business Unit Managers to determine current and future support needs.
• Develop and maintain project work plans; Use project management skills to manage operational projects through to completion.
• Assist in the implementation of security procedures and protocols at Central Office.
Additional Comments Please note that this position is funded by the Office of Information Technology Services (ITS), but will be assigned to the Office for People With Developmental Disabilities within the Disabilities & Aging Cluster. Some overtime may be required.
