Minimum Qualifications Interested candidates must be on the Business Systems Analyst 4 list or eligible for transfer via Section 52.6 of the Civil Service Law.
To be eligible for transfer under Section 52.6, candidates must have at least one-year permanent, competitive service in a 52.6 qualifying title allocated to Grade 25/M-1 or higher.

Duties Description • Perform Enterprise Analysis
Analyze business environment to identify business architecture, needs, problems, and opportunities. Identify current capabilities and appropriate areas for reuse and joint
efforts. Work with executive management to prioritize and stage new projects. Develop presentations and documentation to support the enterprise analysis activities. Develop and present recommendations and justifications for projects and review project implementation to ensure value provided, including:

• Project Planning
Establish standards and tools (or work with centralized management team to establish standards and tools) for project planning and tracking. Collaborate with CIO, other business units and SFS to establish and achieve strategic, tactical and project goals. Prioritize and coordinate project planning and tracking activities for Bureau projects. Coordinate and direct efforts to acquire resources necessary to support Bureau projects, including procurement of consultant resources, as needed.
• Establish Business Analyses Standards, Tools and Techniques
Direct the development and implementation of (or collaborate with centralized BA management group to develop and implement) standards, tools and techniques for use by team business analysts. Conduct research and attend training to remain current on business analysis standards, tools and techniques.
• Understand Business Needs
Establish protocols and strategies for BAR team BAs to gain an understanding of the Bureau’s business and business needs. Communicate and collaborate with Bureau and Division management to understand enterprise and Bureau business needs and priorities.

• Elicit Requirements
Oversee and direct the elicitation of requirements through standard methods. Review requirements documents produced by the team for adherence to standards and completeness. Lead the elicitation of requirements for the most complex of systems/processes.
• Document and Track Requirements
Direct team activities to record and track requirements through standard methods. Review requirements documentation produced by the team for adherence to standards and completeness.
• Model Processes
Direct team activities to model current and future business and system processes. Review completed process models to determine adherence to standards and for completeness and accuracy.
• Data Analysis (Reporting)
Establish strategies, tools and procedures for use by the BAR Team for reporting activities. Coordinate team and intra-agency activities for more complex reporting efforts. Review team’s reporting documentation and deliverables for adherence to standards, and completeness and accuracy.
• User and Performance Testing
Oversee team’s testing activities. Establish testing strategies, tools and procedures for use by the BAR Team. Coordinate team and intra-agency activities for more complex testing efforts. Review team’s test plans and testing results, as required, for more complex/critical systems, for adherence to standards and completeness and accuracy.

• User Support
Establish user support protocols, processes and tools for BAR Team use. Oversee development of SLA’s with related business units, where appropriate (i.e., CIO Help Desk, SFS Help Desk). Oversee quality of user support provided by the team.
• Change Management
Establish change management protocols, processes and tools for BAR Team use. Direct staff in the analysis of issues, requested changes and recommended solutions. Use enterprise data and recommendations from staff to prioritize and stage change management efforts, and, as appropriate, communicate and collaborate with executive management on the prioritization and staging of change management efforts.
• Training
Establish training protocols, strategies and tools for use by the BAR Team. Direct the development of user training related to new and modified systems and/or business processes. Review team’s user training materials to determine adherence to standards, and completeness and effectiveness.

• Communications
Communicate and collaborate with peer level staff in CIO, business owners, stakeholders and other agencies and projects (SFS) to establish and achieve strategic, tactical and project goals. Establish tools and procedures to support status and issue reporting for Bureau projects/tasks. Direct team’s status and issue reporting. Review status and issues reports to assess progress, prioritize work, and develop remedial actions /solutions where needed. Participate in delivering more high profile and/or complex information. Communicate with peer level counterparts in CIO to establish good working relationships, establish communications protocols and resolve issues related to BA’s role as liaison between users (business) and IT. Establish meeting protocols and guidelines for the team (agenda, minutes, etc.). Oversee adherence to meeting protocols and guidelines. Participate in meetings with peer level management and/or where complexity of issues warrants.
• Management and Supervision
Provide leadership to develop a team-oriented, client-driven, results-driven team of professional business analysts. Coach, mentor and develop employees. Analyze team workload and assignments on an ongoing basis to determine most effective use of staff resources and to support individual employees’ professional growth. Direct changes to assignments as appropriate. Set the tone in emphasizing the important of professional development. Work with other units in OSC (HR, FOS, PgMO, etc.) to develop and maintain a relevant training curriculum for BA’s. Support and advocate for staff training in business analysis and other areas of professional development.

Candidate should have significant business systems analysis experience and the ability to:
• Direct business systems analysis activities for multiple, dynamic, complex, interrelated systems with related data elements used by or impacting the Bureau of Contracts.
• Effectively supervise Business Analysis and Reporting Team staff.
• Participate in the creation of agency business analysis standards and process documents.
• Coordinate and plan information technology projects related to the Bureau of Contracts with OSC’s Chief Information Officer.
• Evaluate the outcome of user and systems testing, and confirm that the results are consistent with the system or business process specifications.
• Develop impact analysis and documentation for software upgrades or revising system specifications and business rules to meet software and hardware requirements.
• Direct the development of training related to business systems implementation for users.
