Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6 and/or 70.1 of the Civil Service Law.
Transfer:
For 52.6 and/or 70.1 transfer to an Information Technology Specialist 4, salary grade (SG)-25, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-23 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Duties Description Duties Description:
• Implement solutions for the replacement of legacy systems.
• Implement solutions for new products to meet customer needs.
• Implement solutions for areas in which the unit can improve application quality/maintainability.
• Assist staff in addressing technical and functional issues.
• Analyze and determine the interactions and integrations of large-scale systems.
• Analyze and understand legacy systems.
• Design solutions for the replacement of legacy systems.
• Design solutions for new products to meet customer needs.
• Identify, recommend, and implement the adoption of new tools, technologies, trends, methodologies, etc.
• Review code to ensure that it meets unit standards.
• Identify areas in which the unit can improve application quality/maintainability.
• Supervise technical staff.
• Participate in developing employee performance evaluation plans and provide performance feedback at frequent intervals.
• Participate in the development, organization, and scheduling of training activities for staff and new hires.
• Create assignments, set work priorities, and help prepare realistic time estimates.
• Assist staff in addressing technical and functional issues.

Additional Comments Knowledge, Skills, and Abilities:
• Demonstrated experience in Java (2 years to less than 5 years).
• Demonstrated experience in Java – Wicket Web Framework (2 years to less than 5 years).
• Demonstrated experience in the following areas:
o Git and GitLab
o Oracle
o H2 Database Engine
o Spring Framework
o Hibernate ORM Framework
o REST API development
o Liquibase
o Gradle
o IBM WebSphere Application Server
o Apache Tomcat
• Demonstrated experience as a technical lead on development projects.
• Demonstrated experience mentoring junior developers.
• Demonstrated experience in customer collaboration and coordination.
• Demonstrated experience building interpersonal relationships.

Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OSC employees may telecommute up to 5 days per pay period.
