Minimum Qualifications This is a full-time, non-competitive, policy-influencing position.

Possession of a degree as an MD, DO or Bachelor of Medicine/Bachelor of Surgery; a license to practice medicine in NYS with current registration; certification by the appropriate American certifying board of the specialty; and eligibility for full and unconditional participation in the Medicare and Medicaid programs; or

Possession of a Bachelor of Science or higher-level degree in pharmacy from a recognized college of pharmacy accredited by the American Council for Pharmaceutical Education; possession of a license to practice as a Pharmacist in NYS with current registration; and seven years of responsible management, administrative, or supervisory experience in the health services field, three years of which must have included prescribing or managing the administration of medications to individuals diagnosed with mental illness. New York State residency will be required at the time of appointment.

Duties Description The New York State (NYS) Office of Mental Health (OMH) seeks a qualified candidate to serve as a the Director of the Bureau of Health Services (BHS), reporting to the OMH Chief Medical Officer and working closely with the BHS Medical Director and Operations Leaders. BHS is responsible for the physical health needs of patients at the 22 NYS OMH operated and licensed Psychiatric Centers (PCs). This includes general medical, emergency medical, pharmacy, dental, laboratory, and infection control programs and services.

The Director will be responsible for providing program leadership and direction, fiscal and personnel management, quality and performance evaluation and quality improvement, and technical assistance for all BHS programs with special focus on pharmacy and dental services.

The incumbent directs the development and implementation of the policies, guidelines, and systems employed by OMH practitioners in the delivery of health care services, and, as appropriate, represents and participates in intra-agency, inter-agency, and inter-governmental committees, workgroups, and/or other joint program, policy, and service initiatives.

Specific duties to be performed may include, but are not limited to, the following:
• Ensure regulatory compliance in all BHS departments. Develop, update, and ensure implementation of an OMH Pharmaceutical Services Policy reflecting current federal, state and agency regulations, as well as current hospital pharmacy standards established by The Joint Commission (TJC) and the American Society of Health-System Pharmacists (ASHP).
• Develop medication use clinical guidelines and oversight of required therapeutic drug monitoring.
• Represent BHS on all pertinent Bureau and Agency committees.
• Create agendas, and leads the Central OMH Pharmacy and Therapeutics Committee, which provides educational and consultative information to OMH physicians and pharmacists on psychopharmacological issues.
• Develop and maintain a statewide drug purchasing system that is cost-effective, accountable and represents the best of current practices.
• Gather drug purchasing information to identify trends and forecasts future purchasing to assure that budgetary standards and guidelines are met.
• Provide direction and support for the implementation, upgrading, and maintenance of the Agency pharmacy computer system, in collaboration with staff from the Office for Information Technology Services. Serves as business owner for all clinical applications related to pharmacy.
• Ensure that ongoing continuing education (CE) programs are available to all OMH pharmacists.
• In conjunction with the Central Business Office, ITS Project Managers, and others, develop and manages pharmacy related contracts and/or BHS related contracts for commodity purchases or services. Implement or supervise vendor implemented contracts.
• Interact with various control and regulatory agencies as required including DOH, BNE, DEA, DEC, EPA, and State Education (Board of Pharmacy). With the Administrative Support Services Group, serves as the lead for pharmaceutical hazardous waste management.
• Create and support BHS related quality assurance projects.
• Generate BHS related guidance documents.
• Lead BHS related data collection and analysis projects.
• Oversee 20 current Dental Clinics located at the Psychiatric Centers and ensure that each facility meets the dental health needs of their inpatients as stipulated by OMH policy.
• Responsible for guidance documents and policies, regulatory compliance.
• Actively participate in recruitment and retention of dental staff.
• Oversee the upgrading of the Open Dental software.
• Ensure the dental clinics maintain productivity while adhering to current CMS and TJC standards.
• Ensure that the dental clinics maintain current equipment and replace worn or outdated equipment.
• Monitor contracted dental programs of proficiency and adhere to all OMH standards.
• Responsible for OMH budget process and supply analysis of drug utilization, projected drug costs and related data.
• Responsible for BHS contracting/procurement needs, including drafting solicitations, and providing authorization to pay for contracted items/services.
• Provide direction and support implementation, upgrading, and maintenance of the BHS related computer system, in collaboration with staff from OMH Medical Informatics and the Office for Information Technology Services. Serves as business owner for all clinical applications.
• Responsible for all Health Services staff including Infection Control Nurse, Pharmacists, Mental Health Specialists, EMSS services manager.
• Collaborates and consults with BHS Medical Director who will have matrixed responsibilities for Medical, Emergency Medical, Laboratory and Infection Control.
