Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:
This title includes a traineeship opportunity and applicants will be appointed to the appropriate level** based on their experience and education.
Required experience: A bachelor's degree or higher and two years of professional business analysis experience where your primary duty was performing three of the five following activities:
• Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, JAD Sessions).
• Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).
• Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirements Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, Change Management Analysis).
• Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.
• Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.
**Business Systems Analyst 1 level requirements:
• Business Systems Analyst Trainee 1 (equated to SG-13): bachelor or higher degree.
• Business Systems Analyst Trainee 2 (equated to SG-14): bachelor or higher degree and one year of required experience.
• Business Systems Analyst 1, SG-18: bachelor or higher degree and two years of required experience.
Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 11 or above and eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law.
Duties Description Duties include but are not limited to:
• Research and gather requirements by conducting individual or group interviews, scheduling and facilitating meetings, distributing surveys, and reviewing documents.
• Analyze and develop requirements for Licensing information technology (IT) systems.
• Document the current “as-is” state of the Licensing Bureau and the future “to-be” state of the Licensing Bureau; creating flow charts and process models to describe functions.
• Develop test data and scenarios, test system functions, and document results.
• Develop training materials related to ABC/SLA’s LEAP system and Licensing Bureau.
• Write procedure manuals and document business process deficiencies requiring resolution.
• Communicate business process and system requirements to IT staff, Licensing Bureau staff, and stakeholders.
• Review and analyze business process deficiencies requiring resolution.
• May perform business analysis activities to extract data for operational needs, testing purposes, and to ensure data integrity.
• Conduct necessary training with developed materials.
Additional Comments *There is no examination required for appointment to a NY HELPS position. In June 2024, satisfactory employees will receive permanent, non-competitive appointments and will begin a probationary period.
At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
