Minimum Qualifications Permanent status as an Associate Health Care Fiscal Analyst, G-23 and eligible for transfer, OR Reachable for permanent appointment on the current Civil Service eligible list for Associate Health Care Fiscal Analyst, G-23, OR Eligible to transfer via 70.1 of the Civil Service Law (i.e., Associate Accountant, Associate Auditor).
Duties Description Under the general direction of the Principal Health Care Fiscal Analyst, SG-27, the Associate HCFA, G-23, will be responsible for the following activities.
• Calculate Medicaid rates per approved State Plan Amendment or Waiver Agreement or develop new rate setting methodologies and obtain Federal approval for the same. Ensures rate methodologies are updated to reflect the impacts of state and federal regulatory and statutory changes.
• Responsible for developing rate packages with supporting analytics and statistics for the DFA Deputy Director, Executive staff, the Division of Budget and ultimately to the Federal Centers for Medicare & Medicaid Services (CMS);
• Assist the Principal HCFA in Developing unit policies, procedures, and guidelines. Manages financial analysis and reporting activities to support health care finance reforms, revenue generation, Medicaid redesign, and other initiatives.
• Directs research of alternative health care financing methodologies to support system improvements and is the lead with the consultant on redesigning the OASAS net deficit financing; develop state aid rates that comply with terms and conditions of various federal grants and state funding requirements, and
• Develops and implements agency-specific health care financing and revenue projects, and reports progress to upper-level staff; and collaborates with State agency staff, health care providers, and local governments on assigned projects.
• Develops, maintains and revises internal controls for all established rate setting methodologies which includes written process memos, internal controls and testing, responding to federal and state audit engagements, etc.
• Participate in OASAS at stakeholder meetings with providers and associations in developing an allocation methodology to replace the agency’s current net deficit financing process.
• Other duties as assigned.
