Duties Description The Health Program Administrator will be part of the Bureau of Data Insights and Research within the Office of Health Insurance Programs (OHIP). The role will be a part of a team that is responsible for ad-hoc data requests, data to support program implementation, and budget response in support of NYS Medicaid Program. This position will be a Data Analyst/Business Analyst to support the Bureau. Healthcare Program Administrator 1 day-to-day activities include: real-time data visualizations, responding to ad-hoc requests, becoming a data subject matter expert in multiple program areas, meeting with program leads to discuss insights gathered through Medicaid data, understanding enrollment from a program/policy perspective, data requests, and working collaboratively within the Bureau with other members of the team (business analysts, team leads for example).
• Maintain backlogs on a variety of items like decisions, action items, and work items while capturing priority, complexity, and context.
• Draft reports, policies, and procedures for internal and external review and distribution; respond to routine information requests from providers, insurance plans, and other groups.
• Monitor data requests to ensure they are moving through the proper process.
• Communicate and escalate when data request deliverable due dates are at risk.
• Facilitate meetings either in person or virtually.
• Prepare meeting notes of acceptable quality and accuracy and distribute them.
• Gather and validate requirements for ad-hoc reporting and work with program staff to implement business requirements into health insurance systems; review system change requests to ensure systems work correctly.
• Create fiscal walkdowns related to budget analyses.
• Use organizational skills to perform Business Analyst tasks on multiple different requests that are happening simultaneously and perhaps at different stages of development.
• Engage with Bureau as Data Analyst and Business Analyst.

This position may require travel throughout New York State including overnights to areas not served by public transportation.
