Minimum Qualifications Permanent transfer candidates: Current Department of Health(DOH) employee with permanent or contingent-permanent status as a Health Systems Specialist 1 (G18); OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the Civil Service Law to a Health Systems Specialist 1 (G18), Health Systems Specialist Trainee 1 (NS), or Health Systems Specialist Trainee 2 (NS). A bachelor's degree or higher.
Health Systems Specialist Trainee 2:
A bachelor's degree and one year of professional experience in accounting, auditing and finance; administrative operations; budgeting; communications, marketing and public relations; corrections and criminal justice; economics, research and statistics; environment; health and human services; human resources and training; information technology; natural and physical sciences; service regulation and compliance; transportation.
Health Systems Specialist 1:
A bachelor's degree and two years of professional experience in accounting, auditing and finance; administrative operations; budgeting; communications, marketing and public relations; corrections and criminal justice; economics, research and statistics; environment; health and human services; human resources and training; information technology; natural and physical sciences; service regulation and compliance; transportation.
Substitution: A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Duties Description The Bureau of Social Care and Community Supports works to integrate health and human services within the Medicaid program. The bureau is composed of two units, Housing and Social Determinants of Health. This position is within the Housing Unit. The incumbent will oversee housing providers that are contracted to assist vulnerable Medicaid members in obtaining supportive housing.
Duties include: Contract management and fiscal management of a portfolio of housing providers; voucher reconciliation of the fiscal submissions made by housing providers; review and submit budgets and contract renewals; meet on a regular basis with providers and provide assistance on vouchers, budgets, and programmatic issues; perform quality assurance and audits, including site visits; scoring and evaluation of procurements; analyzing, tracking, and reporting on program activities and contract deliverables; review and track spending of providers; provide training to providers on program requirements and vouchering; and complete budget and bureau requests as needed.
