Minimum Qualifications MINIMUM QUALIFICATIONS:

Must be in title or on the Civil Service eligible list for this location or be eligible for transfer under Section 70.1 or 52.6 in a designated title determined by the New York State Department of Civil Service.

PROVISIONAL QUALIFICATIONS:

Must be a qualified employee of New York State and have had one year of permanent competitive or 55-b/55-c
services as follows: Either A. as a Payroll Examiner 2; Or B. as a Payroll Specialist 2, or Office Assistant 3 (Calculations).

NON-COMPETITIVE PROMOTION:

If three or fewer interested promotional candidates respond to this notice, the agency may, at its discretion,
nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil
Service Law. If certified by Civil Service, mandatory reemployment list candidates must be considered first for
appointment to this title.

Duties Description The Payroll Examiner 3 is responsible for the operations of the Payroll Unit, which entails the preparation of regular, lag and special payrolls and performs the full range of payroll processing tasks and activities. The Payroll Examiner 3 handles the most complex payroll and salary issues and supervises lower-level Payroll Examiners and clerical staff. The incumbent will be required to adhere to all detailed procedures, have the ability to utilize multiple computer software programs and have the ability to adhere to strict deadlines.
Duties include, but are not limited to:
• The preparation and review of State payroll in accordance with policies, rules and regulations issued by the Office of the State Comptroller, Department of Civil Service, and the Division of Budget
• The coordination of payroll operations and the supervision of payroll staff in the performance of payroll processing and preparation of tasks
• The development of internal business processes, internal control procedures and staff development materials to ensure the preparation of accurate and timely payroll submissions
• The interpretation and application of policies, rules and regulations issued by OSC, DCS, DOB, Collective Bargaining Agreements and State Finance Law.
Certify the payroll for submission to the control agencies by using a variety of queries, internal controls and reports to confirm that all payroll submissions are complete and prepared in accordance with applicable laws, rules and regulations.
Monitor volume of transactions, miscellaneous payments, taxes and deductions; and assign trained staff
as needed to complete work accurately within established payroll deadlines.
Reconcile employee information in automated systems monitored by the Office of the State Comptroller (PayServ), the Department of Civil Service (NYSTEP), and internal agency payroll/personnel systems.

All duties are performed under limited time constraints with inflexible deadlines.
