Minimum Qualifications NYS bar admission and have a flexible schedule. Counsel's work product should be objective, analytical, accurate and thorough.
Must have strong written and verbal communication skills and the ability to multi-task and analyze voluminous material in a fast-paced, production-oriented environment.
Duties Description The office of Program & Counsel provides central staff support to the Assembly Majority Democratic Conference. Staff works in a fast-paced, collaborative team environment to provide policy analysis & advice on the legal and constitutional aspects of legislation within assigned subject matter areas. Additionally, staff represents the Assembly Majority Democratic Conference in negotiations with the Senate and the Executive on the annual state budget. Other duties include research and development of policy initiatives.
The Associate Counsel will work as part of a team on behalf of the Assembly Majority Leader, Assemblymember's, Ranking Majority Members, and relevant central and Member staff.
The dynamic and exciting role of Associate Counsel includes, but is not limited to: preparing Counsel Memo’s for assigned Committees; conducting legal and policy research; drafting memoranda, briefing materials, legislation and Sponsor’s Memos; tracking committees and legislation active in the Assembly and Senate; making oral presentations regarding legislation under consideration by the Assembly; ascertaining positions of lobbyists, interest groups, and State Agencies and Departments on legislation; and special projects which may be assigned (i.e. research, constituent problems, hearings, etc.).
Associate Counsel’s are expected to keep abreast of current litigation and publications, articles, other state legislation.
Additional Comments During the session time frame (January-June), work hours could be more than 40 per week.
Annual salary commensurate with experience and includes the NYS public employee benefit package of paid time off, Medical, Dental and life insurance, state pension, and eligibility for the federal Public Service Student Loan Forgiveness program.
