Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must possess a master’s degree or higher and have relevant senior level leadership and management experience including a record of proven results and responsibility for a major complex office or institution of higher education, educational institution, or government. Candidates must have a demonstrated ability to provide leadership in a highly complex environment, develop and execute policy; lead and manage diverse staff and constituencies; and work collaboratively within a multifaceted educational organization that must respond to State, federal and local needs and requirements.
PREFERRED QUALIFICATIONS: Special consideration will be given to candidates who possess the following skills:
• Leadership experience in a cultural institution or educational organization.
• Strong evidence of success in advocacy for programs and needed resources.
• Evidence of excellent communication and networking skills, and positive professional relationships with staff and internal and external stakeholders.
• Leadership in major policy development and successful implementation.
• Research-based decision-making.
• Up-to-date understanding of applications of technology to education and cultural purposes.
• Success working with a broad scope of institutions/environments for achieving collaboration across public/private boundaries.
• Success overseeing major construction and/or design projects and managing complex budgets.
Duties Description The New York State Board of Regents and the Commissioner of Education is seeking candidates for the position of Deputy Commissioner for the Office of Cultural Education (OCE). The Deputy Commissioner is a senior leader in the State Education Department who leads a dynamic cultural education program. Under the direction of the Executive Deputy Commissioner, the incumbent of this position will oversee over 300 full time staff, including the State Museum Director, the State Librarian, the State Archivist, and the Director of Educational Television and Public Broadcasting. The major institutions and statewide programs of the Office of Cultural Education include:
• The New York State Archives, with responsibility for the management of all active and archival State records and with regulatory authority over all public records at the local level. The State Archives also provides grants for organizing, managing, and providing broad access to local records repositories, both public and private, and to non-governmental historical repositories.
• The New York State Library, which operates a Research Library, Division of Library Development, and the Talking Book and Braille Library for eligible New York residents. The State Library provides policy recommendations, technical assistance, and regulatory monitoring of all libraries in New York, as well as overseeing State and federal aid to libraries and library systems, including formula operating aid and competitive grants for library material conservation, construction, and family literacy.
• The New York State Museum, the primary museum for interpretation of the natural and human history of New York State, with 100,000 square feet of exhibition space, welcoming approximately half a million visitors annually. It is also a research institution, with ongoing work in biology, geology, paleontology, archaeology, and history.
• The Office of Educational Television and Public Broadcasting, which provides regulatory oversight and financial support for the educational work of New York’s public radio and television stations.
• Chartering of cultural institutions across the state, as well as ensuring that they meet professional standards for operating museums, historical societies, non-profit archival repositories, libraries, and public broadcasting organizations.
• The New York State Summer School of the Arts, which operates the Empire State Summer Arts Scholarship Program as well as a residential summer program for high-school students to receive advanced training in visual arts, media arts, and theatre.
Working closely with the Commissioner of Education, the Executive Deputy Commissioner, and the Board of Regents, duties of this position include, but are not limited to, the following:
• Develop policy recommendations: anchoring proposals in research data, engaging with stakeholders to garner support and to refine elements, developing and successfully executing plans for implementation and advocacy;
• Manage public funds to obtain goals, including an operating budget of approximately $60 million, State and Federal aid of about $130 million, and numerous grants and private contributions;
• Provide effective leadership on behalf of New York’s cultural institutions with staff and with colleagues at the national and international level, and across the state;
• Execute priority actions to ensure that cultural resources play an effective role in meeting educational goals for all New Yorkers;
• Provide counsel and advice to the Commissioner as a part of the Education Department’s leadership team;
• Oversee the stewardship of more than 40 million items in the collections of the State Library, State Archives and State Museum;
• Facilitate the seamless cooperation of the Office of Educational Television and Public Broadcasting, the NYS Library, NYS Archives, and NYS Museum, strengthening ties across OCE program areas, as well as with other offices within the State Education Department and other State agencies;
• Establish and implement long-range plans to assure the continuous improvement of the Office of Cultural Education’s public services; and
• Lead significant building renovations and shepherd the completion of major capital projects.
Additional Comments CONDITIONS OF EMPLOYMENT:
This position is in the exempt class and the incumbent will serve at the discretion of the Commissioner of Education. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required prior to appointment for the selected candidate. Filling of this position is contingent upon Division of the Budget approval.
