Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be a current New York State Education Department employee AND have one year of service at Business Systems Analyst 2. Provisional candidates must take the examination for at Business Systems Analyst 3 when it is next offered, and must be reachable on the resulting eligible list to maintain employment.

Duties Description The New York State Education Department’s (NYSED) Office of the Professions (OP) is seeking candidates for a Business Systems Analyst 3 position in the Office of Tech Team. Duties of this position include, but are not limited to, the following:

• Represent the New York State Education Department (NYSED) on the enterprise statewide project level to ensure that agency-level functional and technical system requirements are met;
• Work in tandem with OP staff and Vendor project management team to coordinate project activities of SED, including preparation of weekly agency project status reports for both OP executive staff and the NYS Central Project Team with updates on the progress/issues/risks, analyze current or “as-is” system to develop requirements for future or “to-be” OP systems, and ensure the timeliness of project deliverables;
• Conduct research and analysis specific to SED laws, rules and regulations governing current business practices to assess the benefits of consolidating and centralizing common State agency functions (i.e., printing, mailing, call center), identify areas where technology can improve processes and activities as well as areas of inconsistency, and work with management to modernize and standardize where requirements allow;
• Assist agency and program managers by providing technical assistance and consultation in implementing new systems;
• Articulate goals and objectives and show a logical progression of activities needed to achieve them, i.e., coordinating and delegating assignments for project staff, serving as focal point of contact regarding project status, meetings, reporting requirements, and managing scope changes and financial, administrative and technical issues;
• Develop and maintain a dedicated staffing plan to manage a system support team within the Office of the Professions to provide OP staff with technical and business support for both the document management and e-licensing systems during and post-project;
• Collaborate and communicate with Office of the Professions and Information Technology Services staff and management to ensure all business requirements and processes comply with SED rules, regulations and policies;
• Supervisor and mentor subordinate staff; and
• Other duties as assigned.

Additional Comments CONDITIONS OF EMPLOYMENT:

This will be a permanent appointment or a temporary provisional permanent, appointment. This may be a temporary provisional appointment. Provisional candidates must take the examination Business Systems Analyst 3 when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits

This position leads to a maximum salary of $117,875 based on annual performance advances.
