Minimum Qualifications Non-Competitive: Eleven years of professional experience, of which two years must have included managerial responsibility for a major health-related program, or a major administrative function for a large health-related organization.

A bachelor’s degree may substitute for four years of the professional experience described above.

Preferred Qualifications: Excellent facilitation, leadership, teambuilding, decision-making, conflict resolution, public speaking and communication skills are essential to this position as the incumbent will be required to interact with State Executive staff, industry representatives, policy makers, and the public through email and phone communication, meetings, and public presentations. Candidates should have demonstrated experience implementing or operating large scale programs with multiple, complex projects vying for resources. Experience in the successful direction of mid and high level professional staff is desirable. Experience with Managed Long Term Care and/or Medicaid Fee For Service long term care policy at the state and/or federal level is preferred, as is a Master’s degree or higher in Health Care Policy, Public Policy, Economics, Health Services Administration or Research, Finance, or a closely related field with experience involving analytical and quantitative work in health policy development and analysis, health economics, health care financing or law.

Duties Description The incumbent of this position will serve as the director of the Bureau of Medicaid Long-Term Care Policy (BMLTCP). This position will serve as the director of a fast-paced bureau with significant responsibility for politically sensitive and high-visibility Medicaid Long Term Care policies and program implementation. The Bureau Director will be responsible for interfacing with external stakeholders as well as oversight entities such as the Division of Budget, Executive Chamber, Office of the Medicaid Inspector General, the Office of the Inspector General, the Centers for Medicare and Medicaid Services (CMS) and the Office of the Attorney General. The Bureau Director will also interact closely with other state agencies including the Office of People with Developmental Disabilities (OPWDD), Office of Mental Health and Department of Labor. They will be the primary liaison with the DOH Division of Legal Affairs on Medicaid Long Term Care policies and programs, make recommendations to leadership and oversee the preparation of budget requests and materials necessary for the annual state of the state and budget making process. The Bureau Director will be responsible for overseeing vendor/contract management duties related to Single Statewide Fiscal Intermediary (SFI) and New York Independent Assesor Program (NYIAP). The Bureau Director will be responsible for implementation of reforms to Medicaid long term care policy including those resulting from recommendations as a result of changes in federal or state laws or regulations, and as a result of changes in the Medicaid program strategic priorities, such as those made by the Medicaid Redesign Team in 2012 and 2020.
