Minimum Qualifications Must meet the following qualifications for non-competitive appointment:

Eight years of the experience* in equal opportunity, diversity and inclusion, or human rights. At least one year of the experience must have been at a supervisory level;
OR
One year of State service in an equal opportunity, diversity and inclusion, minority business, employment compliance, human resources, or training position allocated at or above Grade 23.

* Qualifying Experience: working with organizations concerned with equal opportunity, diversity and inclusion, civil rights, minority business development, or similar programs; or in recruiting, training, and upgrading the educational and job qualifications of protected class members.

Substitution: associate’s degree may substitute for two years of the non-supervisory experience; bachelor’s degree for four years; and J.D. or master’s degree for five years.

Duties Description Within the Office of Diversity and Inclusion (ODI), the Equal Opportunity Specialist (EOS) 3 functions as the Assistant Director/Diversity and Inclusion Coordinator and reports directly to the EOS 4, who functions as the Director of this Office. The incumbent will perform the following duties:

• Oversee compliance with mandate of Executive Order No. 187, federal and state provisions for Equal Employment Opportunity (EEO), Civil Rights, Human Rights and other legal provisions.
• Serves as liaison for ODI on agency committees, task forces, or work groups as assigned by the Director of ODI. Also serve as the agency liaison for the Martin Luther King (MLK) events.
• Oversee the Implementation of the Five-Year Diversity, Equity, and Inclusion (DEI) Strategic Plan, in coordination with the Commissioner’s Diversity Management Advisory Council (CDMAC), Central Office Executive Team, and executives of 44 Correctional Facilities and 8 Regional Offices; developing action items and identifying the responsible programs/parties; and monitor performance and outcomes.
• Provide subject matter expertise to the CDMAC, supporting the Department’s efforts to advance Diversity and Inclusion practices within our culture, programs, operations and services, encompassing employees, incarcerated individuals and releasees.
• Provide assistance to the Office of Attorney General, Office of Employee Relations - Anti Discrimination Investigations Division, Counsel’s Office, Freedom of Information Law, Central Office Review Committee, Advocacy groups, etc. on complaints and litigation related to Civil/Human Rights discrimination cases.
• Assist with developing and revising policies, procedures, and guidelines; related to Diversity and Inclusion, EEO, application of Human Rights and Civil Rights, for employees and incarcerated individuals.
• Represent the Department in the State Workforce Diversity and Inclusion Council to share best practices and ensure the Department’s interest is represented at the enterprise level.
• Coordinate diversity, equity and inclusion, and equal opportunity activities in DOCCS’ Central Office, regional offices, and correctional facilities and provide related training.
• Ensure compliance with DOCCS’ goals and timetables through the review and sign-off of all Department’s employment transactions such as appointments, promotions, transfers, and probationary terminations.
• Conduct trend analysis of the workforce composition and employment transactions to identify areas of underrepresentation; provide quarterly reports to the Commissioner’s Executive Team members.
• Engage the field/program areas to compile data and prepare the Department’s Annual Diversity, Inclusion and Equal Opportunity Annual Report and Quantitative Worksheet due on an annual basis to the Department of Civil Service.
• Plan and execute several cultural events in coordination with the Central Office Diversity & Inclusion Committee (CODIC) and various subcommittees.
• Participate and have more active role in recruitment efforts and assist with developing and monitoring recruitment and outreach strategies and measuring their efficacy.
• Respond to requests from internal/external entities regarding demographic data reports and content related to Diversity and Inclusion.
