Minimum Qualifications Current New York State Department of Health employee with permanent or contingent-permanent status as a Medicaid Redesign Analyst 2, Grade 23.

OR: New York State employee with one year of permanent or contingent-permanent service in a title eligible for transfer to Medicaid Redesign Analyst 2, Grade 23, under Section 70.1 or 70.4 of the Civil Service Law.

Open to the Public: This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if the candidate meets the below NY HELPS minimum qualifications.

Public Candidates: A bachelor's and three years of professional experience in the administration of a public health insurance program performing one or more of the following duties in a qualifying setting: participation in the development and/or implementation of programs, policies, procedures, and/or regulations related to the delivery, reimbursement, eligibility, coverage, and/or payment of health care services; analyzing demographic, economic, financial, clinical usage, or clinical quality assurance data to improve the quality, availability, and/or efficiency of health care services; participating in the development, implementation, and/or oversight of health plan contracts with organizations that provide insurance coverage of health care services. Qualifying settings for this experience include but are not limited to: health insurance companies; health research groups; local, State, and/or federal agencies; health policy think tanks; and health insurance exchanges. Examples of non-qualifying experience include answering phones; printing and copying; filing; data entry and word processing; office inventory management; database maintenance; opening, sorting, and routing mail; scheduling; and direct patient care activities.

A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Duties Description Medicaid Redesign Analysts (MRA) address reform of public health care delivery and payment systems and public health care programs by reviewing the Medicaid services and delivery systems used by health care providers or managed care entities and propose and implement changes to address specific goals. The successful candidate in this role will be responsible for leading the Product Management Team that will play a key role in BPPM’s ability to consistently deliver successful and meaningful data products by overseeing the product lifecycle management activities and the establishment of best-in-practice product management practices and procedures. The team will be responsible for developing business requirements, setting product strategies and roadmaps, product catalog development, process development and enforcement, vendor engagement and management and more. The Product Management Team Lead will focus on the actual management of DDSA data products. The successful candidate in this role will be responsible for the outreach and coordinate of all SMEs concerning the execution of the State’s approved Medicaid Program. Gathering insight from the SMEs will assist in the unit’s overall mission to create a series of product management processes and procedures meant to provide and support institutional knowledge of the State’s Medicaid data product management and business practices under the approved plan. This includes all external federal guidance and drawing strategic connections between State and federal business practices for Medicaid data product needs. The team lead will work under the direction of BPPM leadership and where appropriate, alongside other OHIP bureaus, to integrate the unit’s responsibilities into DDSA’s transformational agenda. The team will support with BPPM and DDSA leadership to prioritize strategic efforts for addressing both institutional topics that will support and socialize OHIP’s data products, programs (under the State’s approved Medicaid plan) and system integration with federal stakeholders, including but not limited to, the CMS 1115 waiver demonstration, NYHER and own the mobilization of support staff that includes product managers comprised of both Department and contractor staff.
