Minimum Qualifications Transfer Opportunity:

Promotion Opportunity:
In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Mental Health of our intention to potentially conduct a non-competitive promotion examination for the position of Training Specialist 2 (Mental Hygiene), G-23, at the Office of Mental Health, Central Office in Albany. Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications if all requirements of a non-competitive promotion appointment are met. In order to be eligible for a non-competitive promotion examination, candidates must have one year of permanent competitive or 55-b/55-c service as a Mental Hygiene Staff Development Specialist 3, Mental Hygiene Staff Development Specialist 3 (Nursing), Training Specialist 1, Training Specialist 1 (Mental Hygiene), or Training Specialist 1 (Nursing).

Duties Description The New York State Office of Mental Health (OMH), Center for State and Community Workforce Development & Human Resources, Bureau of Education and Workforce Development (BEWD) is recruiting to fill a Training Specialist 2 (Mental Hygiene), Grade 23, position. The Training Specialist 2 (Mental Hygiene) will assist in managing administrative workforce training and development programs and initiatives, and develop and maintain relationships with control agencies, OMH facilities, program leads, and educational institutions. The incumbent will provide advice, guidance, and technical assistance to Associate Directors of Training and other training staff at OMH facilities statewide. This position will provide leadership for major OMH administrative workforce development programs/initiatives designed to train and develop the OMH workforce including but not limited to the following:

Supervision, coaching, and/or mentoring of assigned professional staff.

Statewide Learning Management System (SLMS) –
- Create, edit, and maintain queries within SLMS for Central Office, facility, and OMH-wide reporting purposes.
- Incumbent will use SLMS to administer programs and certifications and provide reports on OMH staff development activity.
- Use SLMS to identify deficits in OMH training statewide.

Technology Innovation/Utilization –
- Support LinkedIn Learning, an online learning platform available to all OMH employees statewide.
- Research and implement, with management approval, technology-based and/or blended learning solutions to provide cost-effective ways to meet the workforce development needs of OMH staff in our fast-changing environment.
- Serve as an expert on eLearning, authoring tools, distance learning, copyright law, etc. Limited budgets, combined with a decreasing amount of release time available for staff to attend training,make it essential that OMH understand, acquire, implement, and maintain up-to-date training technologies to ensure we develop and maintain a qualified workforce to carry out the agency’s mission.
- Support the Mental Health First Aid (MHFA) program through administration of their Connect learning management system.

Online, Asynchronus eLearning –
- Develop course curricula for new, asynchronus, eLearning.
- Coordinate technical training for OMH staff, including obtaining quotes and working with vendors to ensure training meets OMH needs.
- Collaborate with OMH program areas to assess current and future training needs.
- Make recommendations for training consistent with agency mission and goals and based on knowledge of staff competencies, available training programs, and funding.

PSWP and CSEA Training Liaison –
- Incumbent will serve as the OMH liaison to the Professional Development Program (PDP) that oversees the Public Service Workshops Program (PSWP) and the NYS & CSEA Partnership for Education and Training (Partnership).
- Promote and manage registrations and communication with learners regarding PDP and Partnership training offerings, tuition reimbursement, grant applications, and other labor-management-funded benefits.
