Minimum Qualifications COMPETITIVE QUALIFICATIONS:

Reassignment Qualifications:
You must be a current New York State Office of Parks, Recreation and Historic Preservation (OPRHP) employee with one year of permanent, competitive or 55-b/55-c service as Environmental Program Specialist 2 (Natural Resources), SG-23.

Eligible List Qualifications:
Candidates may also be qualified for permanent competitive appointment if reachable on the Environmental Program Specialist 2 (Natural Resources) eligible list.


Transfer Qualifications:
Eligible for transfer under Section 70.1 of Civil Service Law which requires one year of permanent, competitive status as an Environmental Program Specialist 2, Coastal Resources Specialist 2 or Biologist 2 (Ecology), Forester 2 and Forester 3.

Provisional Appointment:

One year one year of permanent competitive or 55-b/55-c service as an Environmental Program Specialist 1 (Natural Resources).


*Candidates appointed provisionally must take the next scheduled Civil Service examination for this title, and their score must be reachable on the resulting eligible list before they can be permanently appointed. Candidates who do not pass the examination or achieve a reachable score may not be retained.

Duties Description The Environmental Program Specialist 2 (Natural Resources), SG-23, is assigned to the Geographic Information System (GIS) section within the Division of Environmental Stewardship and Planning. The Environmental Program Specialist 2 (Natural Resources) serves as a GIS Manager and responsibilities include managing the GIS database development and maintenance, cartography and analysis and GIS technical support needs of the agency. This position will report to the Environmental Program Specialist 3 (Ecology), SG-27.

The Environmental Program Specialist 2 (Natural Resources) duties may include but are not limited to:

• Develops, maintans and coordinates a Central GIS database including both internal and external datasets such as park boundaries, state park trails and infrastructure, statewide trails as well as county tax parcels, roads hydrography and other base data.
• Provide timely mapping and data assistance to State Park Staff including cartographic production of maps for a variety of projects such as master plans, stewardship plans, trail kiosks and state park maps.
• Supervise GIS unit staff; manage GIS projects, ensure timely completion of projects by staff.
• Develops and conducts training and technical support for GIS equipment and technology to State Park Staff, both in Albany Office and Regions.
• Provide GIS equipment recommendations.
• Coordinate GIS/GPS data collection efforts throughout the agency by with collaborating with Regional Offices.

Additional Comments Preferred Qualifications:

· Applied experience using Esri’s ArcGIS 10.x suite of software
· Familiarity with ESRI tools and skills such as Spatial Analyst, cartographic representations, python scripting, model builder
· Familiarity with Trimble GPS units (such as the GeoXT) and Pathfinder Office.
· Supervisory experience helpful

Operating Needs:
· Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
