Transfer Eligible – One year of permanent competitive service in a title designated as appropriate for transfer in accordance with Section 70.1 of Civil Service Law: Professional Engineer 2 (Civil), Professional Engineer 2 (Electrical).

Duties Description The Professional Engineer 2 (Environmental), located in Central Office - Albany, in the Division of Materials Management, Solid Waste Management Planning, Combustion and Disposal Section, will be responsible for the following:

1. Supervising section staff and overseeing day-to-day activities. Managing staff in a manner that maximizes output while striving to maintain high morale, enhance job satisfaction, and support professional development especially related to professional licensing. Supporting official policies and programs through action and example, particularly in areas of time and attendance, performance evaluations, employee health and safety, and technical training and development.

2. Developing, maintaining and using adequate channels of communication within the Bureau, Division, and Department and adequately representing the Bureau, Division, and Department in communicating with those outside the Department, including State and local government, industry and the general public.

3. Producing or overseeing work in response to unanticipated and unplanned work assignments from the Bureau Director, Division Director, or Executive as assigned.

4. Providing regulatory interpretations, permit pre-application advice, permit application review, permit condition recommendations, and operational and enforcement oversight for facilities regulated under Parts 360, 362, and 363, including: municipal waste combustors; thermal treatment facilities; transfer facilities; municipal solid waste processing facilities; household hazardous waste collection events and facilities; paint collection sites; and landfills.

5. Overseeing and implementing the local solid waste management planning program regulated under Part 366 and Section 360.11. Reviewing and approving local solid waste management plans (LSWMP), LSWMP updates, comprehensive recycling analyses (CRA), and CRA annual reports.

6. Overseeing and providing support related to the financial assurance program for all solid waste management facilities regulated by the Division.

7. Providing technical reviews for grant applications submitted under Part 369 State Assistance Projects, including primarily HHW collection facilities.

8. Providing support in development and implementation of applicable portions of the State Solid Waste Management Plan.

9. Overseeing, in coordination with other Sections in the Division, DMM’s solid waste information management system (SWIMS) and the Bureau’s data processing, evaluation, and analysis program.

10. Developing and maintaining forms, reports, and guidance material, in coordination with other Sections in the Division, for implementation of the Part 360 Series regulations.

11. Developing Commissioner policies, program policies, and internal operational or technical guidance documents, in coordination with other Sections in the Division, for interpretation and implementation of the Part 360 Series regulations.

12. Maintaining and revising regulations pertaining to program areas assigned to the Section and provide regulatory coordination and support for all program areas in the Division.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
