Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Administrative Specialist 2.
Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title salary grade 21 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.
Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated salary grade 21 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be a current New York State Education Department employee AND have one year of permanent competitive or 55-b/c service as an Administrative Specialist 1. Provisional candidates must take the examination for when it is next offered, and must be reachable on the resulting eligible list to maintain employment**
*NOTE: The Civil Service examination for this title has been announced and is scheduled for December 7, 2024. In order to be considered for a provisional appointment, you must have applied and been approved to take the (TITLE) examination. The deadline to apply for this examination was October 23, 2024.

Duties Description The New York State Education Department’s (NYSED) Office of Higher Education is seeking candidates for an Administrative Specialist 2 position in the Office of Teaching Initiatives (OTI). The primary function of OTI is to process educator certificate applications. Under the direction of the Director, duties of this position include, but are not limited to, the following:
• Oversee the entire “front-end” operations of the office, including the teams of staff who communicate directly with applicants and the public via email, chat, and the call center;
• Oversee the TEACH Modernization Project, including all ZenDesk-related updates and alternations, the OTI website, TEACH application updates, and any other technology-related activities;
• Manage all FOIL and TRIM requests assigned to the office;
• Serve as liaison for all personnel-related activities, including recruitments and tracking performance program and evaluation compliance; and
• Serve as liaison for all payroll- and overtime voucher-related activities, including tracking overtime trends and productivity.
Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a permanent, competitive appointment or a temporary provisional appointment. Provisional candidates must take the examination for Administrative Specialist 2 when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of work experience will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position will require 1% in-state/Statewide travel.
This position leads to a maximum salary of $106,454 based on annual performance advances.
