Promotion: a current employee with one year of permanent or contingent permanent service in Salary Grade 11 OR

Non-competitive: Three years of experience performing clerical, keyboarding, or paraprofessional work in an office environment.
Preferred Qualifications:
Three or more years of work experience in Accounts Payable. SUNY or other higher education experience a plus. Jaggaer System processing a plus.
Experience with Microsoft applications (Excel, Word, Outlook, etc.)
Strong analytical and organizational skills with project-oriented outlook. Able to work independently. Excellent verbal and writing skills.
College degree a plus.
Duties Description According to Civil Service Standards but particularly, provides professional and technical support and facilitates Accounts Payables in the budgeting/finance function. Duties include but not limited to the following as below –
• The incumbent will exercise a considerable amount of judgment in the performing duties and applying laws, procedures, rules and regulations towards determining the needs and priorities of the role.
• Ensure electronic file organization, communication and collaboration with other departments regarding timely vendor disbursements and employee’s reimbursements for accuracy within state guidelines. Ensure that presenter fees and honorariums are approved and processed correctly by departments for payment. Review, compile and verify moving expense reimbursement for qualified personnel, job candidate travel expenses.
• Input and process payments for vendors in the systems including NY Statewide Financial System (SFS), SUNY Financial Management System (FMS) and Jaggaer. Alert the NYS Taxation & Finance Department regarding unreconciled checks.
• Provide monthly reports for Controller and Internal Control Officer with necessary documentation for audits. Respond to Office of State Comptroller regarding expenditure inquiries.
• Process Financial Aid and Direct Loan draws and redeposits and assist in reconciling year end. Process and monitor Critic Teacher Stipends, UUP awards, and special funding projects.
• Search New York State Escheatment files for unclaimed funds attributed to university organizations.
• Maintain excellent customer relations with vendors and University staff by timely response to questions, assist in training sessions with new staff, reconciling statements and actively pursue outstanding invoices.
• Give direction to the Office Assistant 1, SG-6.
Additional Information: This position reports directly to the Senior Associate Vice President for Business and Finance & Controller and is the sole position for SUNY Old Westbury that provides these services and performs the above duties for this campus (agency). This position functions independently in the execution of the duties denoted above and engages with the Sr. Assoc. VP for Business and Finance & Controller on difficult matters or when a higher-level input is required.
Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
The successful candidate must be authorized to work in United States. In addition to the annual salary, this position is eligible to receive $3,400.00 downstate location pay. Different hours may be required from time to time to meet the operating needs of the College.
