HELPS- Minimum qualifications-

Trainee 1: A bachelor's or higher degree in accounting, auditing, business administration, economics, finance, healthcare administration, hospital administration, or public administration including or supplemented by 12 semester credit hours in accounting and/or auditing and 6 semester additional credit hours in statistics, economics, accounting and/or auditing.

Trainee 2: A bachelor's degree in accounting, auditing, business administration, economics, finance, healthcare administration, hospital administration, or public administration including or supplemented by 12 semester credit hours in accounting and/or auditing and 6 semester additional credit hours in statistics, economics, accounting and/or auditing and one year of professional experience in the review and analysis of fiscal and cost operations and/or billing systems of a hospital or healthcare facility related to reimbursement rates, principles, and practices.

Senior Health Care Fiscal Analyst GR 18: A bachelor's degree in accounting, auditing, business administration, economics, finance, healthcare administration, hospital administration, or public administration including or supplemented by 12 semester credit hours in accounting and/or auditing and 6 semester additional credit hours in statistics, economics, accounting and/or auditing and two years of professional experience in the review and analysis of fiscal and cost operations and/or billing systems of a hospital or healthcare facility related to reimbursement rates, principles, and practices.


This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. If a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.



Duties Description Duties-
The Senior Health Care Fiscal Analyst (SG-18) supports the DFA rate-setting, financial analyses, and development and submission of federal state plan amendments and rate packages to OASAS principals, DOB and federal CMS, under the guidance of the Principal Health Care Fiscal Analyst (SG-27). This role is responsible for the following activities:

• Assist in calculating Medicaid and state aid rate setting in accordance with approved State Plan Amendments, Waiver Agreements, and state statute. Contribute to the development of new rate-setting methodologies and ensure compliance with state and federal regulations.
• Support the development of rate packages, including preparing supporting analytics, for review by the OASAS Executive staff, DFA Deputy Director, Division of Budget, and the Federal Centers for Medicare & Medicaid Services (CMS).
• Ensure rate methodologies are accurately updated to reflect state and federal regulatory changes under the guidance of senior staff.
• Assist senior staff with financial analysis and reporting to support healthcare finance reforms, Medicaid redesign, state aid financing, and revenue generation initiatives.
• Contribute to research on alternative healthcare financing methodologies, supporting efforts to improve system processes. This includes assisting in the redesign of the OASAS net deficit financing and helping to ensure state aid rates comply with federal and state requirements.
• Help maintain internal controls for rate-setting methodologies, including supporting documentation, internal control testing, and assisting with federal and state audits.
• Assist with healthcare financing and revenue projects, supporting senior staff in project tracking and reporting to upper management.
• Collaborate with State agencies, healthcare providers, and local governments on assigned tasks to ensure effective execution of Medicaid rate-setting and financial analysis initiatives.
• Work closely with senior staff and collaborate with State agency personnel, healthcare providers, and local governments to assist with project-related tasks and ensure alignment with departmental objectives.
• Perform general duties as assigned, including providing support for special projects, ad hoc analyses, and other departmental needs.
