Duties Description As a Human Resources Specialist 2 within the Employee Relations Office, the incumbent will be assigned to the Performance Management Unit

When assigned to the Performance Management Unit HRS2 role, the incumbent will:
•Develop and prepare processing of performance development and traineeship plans for new and current employees, including assistance with the development of tasks and standards in line with Civil Service Classification Standards
•Provide expert advice and assistance to program managers and supervisors with constructive approaches to addressing employee progress following less than satisfactory probationary reports and/or evaluation including but not limited to review of evaluation language
•Provide consultation to supervisors and managers to ensure proper interpretation and administration of contract provisions and avoid misunderstandings that may lead to employee dissatisfaction and grievances.
•Coordinate Unsatisfactory Performance Evaluation Appeal Board Hearings and manages appeals process including arrangement of board members, communications with the union, and assists program with preparation of the hearing packet and hearing presentation
•Oversee the processing of performance evaluation paperwork following a change in supervisor or title and/or for newly hired employees
•Perform audits of HCM, HRS, and NYSTEP transactions submitted and processed
•Prepare or supervise the preparation of various reports and related correspondence.
•Review and process terminations, fast tracking requests, early probation completions, and probationary extensions due to absences as per agency policy and/or in accordance with controlling policy and procedure
•Review and evaluate policies and procedures, and recommend and implement new and revised ones.
•Collaborate with Recruitment staff to address and respond to Out of Title Work Grievances
•Supervise lower level professional and clerical staff involved in performance management and/or labor management activities
•Schedules and assigns work to subordinate staff; and adjusts workload to reflect changes. Monitors work progress and reviews completed work.
•Establish and maintain a working relationship with Personnel Program Liaisons, executive, and management level staff and consult with them in planning and achieving goals and objectives.
•Other duties as assigned in support of the Performance Management Unit’s goals and initiatives
