Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.
Candidates must have permanent status as a Contract Management Specialist 2, Grade 23, and be eligible for lateral transfer; OR be eligible for transfer via Section 52.6 or Section 70.1 of the Civil Service Law.
Duties Description The Office of Mental Health (OMH) is recruiting to fill a Contract Management Specialist 2, Grade 23, position within the Office of Financial Management, Community Budget and Financial Management Group. The Contract Management Specialist 2 positions will be assigned to the Contracts and Claims Section. The incumbents will be responsible for contract management functions, including procurements, contract processing, contract and County approval letter payments, and annual contract and county closeout reconciliations, in support of OMH’s $2.3 billion Aid to Localities funding for support community based mental health programs statewide.
Duties to be performed may include, but are not limited to, the following:
• Administer the contract procurement process, including drafting RFP’s, facilitating the bidding process, and preparing procurement records for the Office of State Comptroller’s review and approval.
• Ensure all payments to counties based on the approved spending plan are processed in a timely manner.Review contracts to ensure appropriate guidelines, rules and regulations are met and adhered to, and all required approvals are obtained in accordance with State and agency polices.
• Execute contract activities for non-residential programs/funding sources including preparing base level budget estimates for the budget request, analyzing policy changes and savings proposals for the Executive Budget, and developing fiscal estimates for legislation or program initiatives.
• Administer all budget implementation and spending plan activities for non-residential programs/funding assignments including spending plan updates to the OMH Aid to Localities Financial System (ALFS) by program, at the county/provider level of detail, and reviewing for consistency with the Enacted Budget.
• Perform contract and county approval letter annual close-out reconciliations using ALFS; identify overpayments to be recovered in subsequent periods.
• Conduct training sessions for staff from providers, county mental health departments, and OMH field offices on various contract procedures and policies.
• Participate in workgroups which are established to develop and evaluate changes in methodologies for financing the provision of mental health services.
• Conduct periodic internal control updates and testing.
• Participate in Statewide Financial System (SFS) Workgroups to update and maintain the data linkage between OMH's Aid to Localities Financial System and SFS.
• Respond to telephone calls and e-mails from counties and providers regarding a wide range of contract related questions relating to non-residential programs.
• Supervise lower level staff. Delegate assignments and encourage teamwork. Conduct performance reviews
