Minimum Qualifications Permanent Transfer Candidates: One year or more of permanent or contingent-permanent, competitive service in a title at or above Grade 27 and eligible for transfer via Section 70.1 or 52.6 of the Civil Service Law.
Preferred Qualifications: Demonstrated experience and proficiency in staffing/recruitment, budget/fiscal management, contract management, operations management, internal controls, and risk management activities for a government-based organization, including in a management/supervisory role.
Demonstrated experience with capital grant contract development, execution, project monitoring and reimbursement.
Demonstrated experience liaising with key internal and external stakeholders at all levels including executives.
Ability to work independently and exercise sound judgment.
Strong interpersonal and diplomacy skills.
Flexibility and ability to rapidly adjust to changing requirements or conditions.
Strong analytical, organizational, and critical thinking skills along with attention to detail.
High degree of professionalism, confidentiality and strong work ethic.
Proficient with Microsoft Office, specifically technical and data manipulation experience with Excel.
Excellent time management skills with a proven ability to meet deadlines.
Duties Description • Directs, manages, and oversees all aspects of administrative support functions for OPCHSM, included but not limited to position/personnel management, budget/fiscal management, contract management, organization and operations management, staff training, performance metrics, internal controls, and risk management activities, and ITS Capital Projects;
• Directs and develops the development and implementation of new programs, policies, systems, and procedures in conjunction with OPCHSM and DOH executive staff;
• Liaisons with the Executive Chamber, Division of the Budget, and other State agencies and DOH Executive staff and Division of Administration (Human Resources Management Group, Fiscal Management Group and Office Management Group);
• Directs, manages, and oversees capital grant contract development, execution, project monitoring and reimbursement for the Capital Restructuring Financing Program, Health Care Facility Transformation: Kings County Program, Statewide Health Care Facility Transformation Programs (I – V) and other related grant programs;
• Directs manages, and oversees noncapital grant contract development, execution, project monitoring and reimbursement for the Doctors Across New York and Nurses Across New York programs and other related grant programs;
• Directs and develops the development and implementation of new programs, policies, systems, and procedures in conjunction with OPCHSM and DOH executive staff;
• Liaisons with the Division of the Budget, Dormitory Authority of New York, Office of Mental Health and other State agencies and DOH Executive staff and Division of Administration (Fiscal Management Group);
• Directs of all aspects of the Personal Income Tax bonding preparation and processing submissions to the Division of the Budget;
• Supervises state, HRI and contract staff to meet program needs, priorities and support DOH mission.
Additional Comments For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
