Minimum Qualifications Current New York State Department of Health employee with permanent or contingent-permanent status as a Health Program Administrator 2, Grade 25, OR a New York State employee with one year of permanent or contingent-permanent service in a title eligible for transfer to Health Program Administrator 2, Grade 25.

Preferred Qualifications: Coordinate policy interpretation and technical support to Department programs; serve on committees and workgroups for a variety of health care policy and programmatic endeavors; oversee the preparation, analysis and tracking of reports submitted to CMS; Coordinate and plan meetings as needed.

Duties Description The candidate will supervise the unit engaged in analysis of federal health policy and legislation, including research and analysis of medical resources and health care needs, in support of data-driven policy development for the statewide delivery systems under the Medicaid Redesign (MRT) I and II initiatives. In addition, the candidate would be responsible for managing and coordinating the development of responses and recommendations for system changes in response to ongoing trending, analyzing and monitoring of MRT and related initiatives authorized under the 1115 Demonstration Waiver, home and community based services (HCBS) programs authorized under Section 1915(c) waivers, including the Office for People with Developmental Disabilities (OPWDD) Comprehensive Waiver and the Children’s Service Waiver, and Section 1135 emergency waivers. Additionally, the candidate will serve as a primary point of contact with the Centers for Medicare & Medicaid Services (CMS) on matters dealing with applicable waivers and will be responsible for ensuring all 1115, 1915(c) and 1135 waiver submissions and reports are technically compliant with federal requirements.

Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
