Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 70.1 of the Civil Service Law.
For 70.1 transfer to an Unclaimed Funds Examiner 2, (SG-18), you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to a SG-16 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Provisional and/or Non-Competitive promotion (NCP) qualifications:
You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as an Unclaimed Property Applications Clerk 3 or Unclaimed Funds Examiner 1.
Provisional and/or NCP notes:
If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.
If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.
Duties Description Supervise the loading and balancing of Abandoned Property reports
• Under the general direction of an Unclaimed Funds Examiner 3 or higher-level supervisor, review, approve or reject abandoned property reports. Resolve processing questions involving difficult abandoned property reports.
• Oversee the process of loading reports to the processing system. Reports may be received on physical media (CD, USB flash drive, paper forms) or uploaded using the OUF secure website. Prior to loading it may be necessary to edit the data or make corrections by importing a copy to Microsoft Access or Excel. This supervisor must ensure this is done properly based on OUF standards and rules.
• Oversee the balancing and release of reports that have been loaded into the processing system. This may include editing data, correcting errors, and confirming remitted cash and/or shares match details in the report file. Supervisor must ensure this is done properly based on the Abandoned Property Law, OUF standards and rules. The supervisor must work with OUF’s securities custodian to ensure reported shares of stocks and mutual funds have been properly deposited to the OUF account, or that other instructions from OUF Securities Cash and Reconciliation Unit have been followed.
Communicate with holders to educate them about proper reporting practices
• The supervisor must act as a liaison with contacts on reports of abandoned property where report details are not received, or when the reports contain problems that need to be escalated. Contact the reporter continuously until the problem is resolved and the report can be moved to the next step in the process. Educate the company how the report should be submitted in the future to avoid similar problems.
• Communicate with OUF customers/clients verbally, by email and in writing. Advise clients relative to the provisions stipulated in the New York State Abandoned Property Law (APL), the Comptroller’s Rules and Regulations and OUF’s Standard Operating Procedures. Communicate with interested parties including service providers, vendors, and other state contacts for the purpose of obtaining needed information.
• Compile data on late, incomplete and incorrect reports and review the list to determine when to send a letter for Follow Up Holder Outreach. Use this information to determine when to bring a report to the attention of the OUF Penalties and Interest Enforcement Unit or other Compliance areas.
• Work with bureau contacts to keep communication tone and methods with the current standards. This includes language revisions that require approvals from OSC Communications and distribution method testing such as email distribution of standard letters.
• Work with other areas of OUF to keep the Handbook(s) for Reporters of Unclaimed Funds and various forms maintained by RPU updated. Provide feedback on other communications about reporting unclaimed funds to this Office, such as the annual notification messages. Participate in bureau efforts to educate stakeholders about unclaimed funds.
Administration, including supervision and testing
• Supervise subordinate SG-14 staff and any other team members assigned.
• Perform hands-on training, review and approve staff work, prepare reports on unit productivity, participate in staff development.
• Participate in employee evaluation process, plan and schedule assignments, establish workload priorities and reassign staff as needed to obtain previously established goals.
• Evaluate workflow procedures and write new or revised procedures as necessary, interview and recommend candidates for open position within the team structure, review time cards and approve/deny leave requests, be familiar with the principals and practices of employee supervision.
• Coordinate activities with other OUF and OSC units to ensure the proper processing information is conveyed and that there is adherence to internal controls.
• When testing is required, perform work tasks in a variety of ways in a testing environment to make sure any new changes are performing to OUF standards. Lead team through testing tasks if needed. Document and report any results as requested by the testing coordinator.
Additional Comments Knowledge, Skills, and Abilities:
• Working knowledge about Unclaimed Funds; the Abandoned Property Law; and the Comptroller’s Rules and Regulations.
• Proficiency in the following software:
o CRIS – proprietary AS400 database for Unclaimed Funds
o Microsoft Products such as Teams, Excel, Access, and Word
• Clear, polite, communication style with the ability to be professional and firm.
• Strong organization skills and demonstrated ability to maintain consistency in workflow.
• Ability to learn new software with classroom, online, or on the job training.
• Desire for continuous improvement, in business processes, software, or other areas.
Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
