Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:
Required Experience: Five years of experience managing an occupied commercial building with a gross square footage of at least 200,000 or a complex of occupied buildings totaling at least 250,000 square feet that MUST include the direct responsibility for building maintenance (including HVAC), minor building rehabilitation AND one or more of the following three areas: grounds maintenance, security and access control, or cleaning oversight including sanitary requirements and inspection. In addition, at least one of the five years MUST include supervision of service contractors or in-house staff including plumbers, electricians, carpenters, and other skilled trades persons. You MUST include the square footage with your application and clearly state duties performed. Failure to do so will result in the disapproval of your application.
Substitutions:
60 semester credit hours** may substitute for two years of non-supervisory specialized experience.
120 semester credit hours** may substitute for three years of non-supervisory specialized experience.
**Semester credit hours must be in the following subjects: architecture, architectural technology, construction management, construction technology, engineering, engineering technology, facilities management, business, business administration, or public administration
Applicants may be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service as an Assistant Engineer (Mechanical) and eligible for transfer under Section 70.1 of the Civil Service Law.
Duties Description • Manage daily facility operations including maintenance, grounds, custodial, security and fire safety requirements.
• Supervise building staff which consists of administrative, maintenance, custodial, grounds and security personnel.
• Coordinate and oversee preventive maintenance and rehabilitation (PM/R&I) projects. Assist with the preparation of the annual PM/R&I plan.
• Monitor and review service contracts and contractor performance to ensure contract compliance.
• Perform administrative tasks such as prepare reports, implement policies and procedures, approve timecards, establish performance programs, evaluate employee performance, etc.
• Serve as the building point of contact for tenants and visitors, ensuring customer satisfaction.
• Following the procurement guidelines; make purchases for the building for both operations and maintenance, PM/R&I projects, and contracted services.
• Work within AiM (computerized maintenance management system) processing customer requests, work orders, training time entries, project updates and timecard entries.
• Perform a full range of supervisory duties.
• Perform other duties as assigned.
Operational Needs:
• May be required to work overtime on nights, weekends, and holidays.
Additional Comments *There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.
At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
