Salary Grade 22 or higher and either:
Eligible for transfer under Section 70.1: Permanent competitive
service as an Environmental Engineer 2 Civil, Senior Sanitary
Engineer. Additional qualifications may be required.
or
Eligible for transfer under Section 70.4: Must meet the open
competitive minimum qualifications below;
Open competitive minimum qualifications (provided for 70.4
transfer eligibles and NYHELPS):
a New York State Professional Engineer's
license and current registration AND one year of engineering
experience in sanitary, public health or environmental
engineering.
If there is a viable promotion examination eligible list (three
acceptors) for this position, candidates who qualify based on
70.4 transfer or under the 55-b/55-c options cannot be
considered.
Candidates who are not eligible for transfer or reinstatement
must meet the promotion qualifications below and receive, or have received, a passing score on the
online Civil Service examination for the Professional Engineer 1 (Environmental) https://www.cs.ny.gov/engineering/prom/ (for promotional candidates). If you have received a passing score on either of these examinations please indicate so when submitting your application.
Duties Description Under the general direction and supervision of the Regional Air Control Pollution Engineer (RAPCE), the Engineer will perform job duties which will include:
• Develop and maintain a working knowledge of federal and New York State air regulations, policies, and guidance.
• Write and maintain Title V and Air State Facility permits and registrations.
• Review analyses of greenhouse gas emissions and facility impacts relevant to the requirements of the CLCPA, implementing regulations, and DEC policy.
• Conduct field inspections and complaint investigations of air emission sources. This may include working on elevated surfaces/roofs/stacks.
• Review compliance certifications and monitoring reports to ensure compliance with permit conditions and all state and federal regulations. Enter data into DEC’s Air Facility System (AFS), maintain it, and ensure its accuracy.
• Evaluate and report violations of applicable air regulations to supervisor. Prepare case referrals for enforcement when appropriate.
• Responsible for supervising newer staff and informing immediate supervisor of progress and any emerging issues.
• Respond to situations and air incidents as directed by supervisor. Interact with and provide information to the general public, the regulated community, other governmental agency representatives, etc.
• Travel to meetings, sites, and outside conferences as required.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.

Must be able to work in remote areas.
Must be able to work in adverse weather conditions.
Travel may be required.
Weekends and holidays may be required.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
